Job summary

The City of Garland is seeking a Sr. Environmental Compliance Specialist to conduct routine investigations and inspections ensuring compliance with federal, state, and local environmental laws.

Under general supervision, the role involves stormwater inspections, enforcement actions, and outreach. Requires a Bachelor’s degree in environmental fields and at least 3 years of related experience, with certifications preferred.

Qualifications

• Bachelor's degree with 30 semester hours in environmental science or related fields.
• 3 years related experience.
• Or an equivalent combination of education and experience.

Responsibilities

• Perform stormwater inspections of industrial and commercial facilities to verify compliance with environmental laws and regulations.
• Conduct enforcement actions against regulated facilities; prepare documentation and affidavits; represent the city in court when necessary.
• Issue citations or suspend operations for non-compliance with ordinances.
• Respond to on-call emergencies related to illicit discharges and hazardous materials spills.
• Inspect, investigate, and eliminate illicit connections and discharges to Garland's MS4 system.
• Perform Dry and Wet Weather Screening to determine contamination levels.
• Walk and kayak miles of creeks and lake banks to investigate discharges and inspect outfalls.
• Respond to and investigate complaints related to stormwater violations and homelessness encampments.
• Interpret environmental laws for contractors, public and private officials, and the public.
• Participate in community outreach and professional educational events.
