Job summary

The City of Norfolk's Department of Public Works is seeking a Staff Technician II in the Financial Management Division to support stormwater billing and revenue processes. You will help with account management, billing updates, data entry in the utility system, and respond to resident inquiries with clear, courteous service.

A background in billing or finance and familiarity with Windows and office software is preferred.

Qualifications

• Associate degree, diploma or equivalent work experience.
• Bachelor's degree in public administration, business administration, accounting, finance, or related field.
• Experience in billing, accounting, customer service, or municipal utility operations.

Responsibilities

• Research, review, and analyze stormwater billing accounts for accuracy.
• Process journal entries and stormwater payments; correct billing discrepancies.
• Review reports and inquiries; update data in the utility billing system.
• Assist with billing functions including system updates and revenue reconciliation.
• Respond to citizen inquiries with clear and courteous service.
• Perform administrative tasks: data for reports, filing, correspondence.
• Coordinate with internal/external partners to resolve account issues.
• Support development of improved billing procedures and workflow.
• Demonstrate strong written and verbal communication for letters/reports.
• Work independently, manage multiple tasks, meet deadlines.
• Proficiency with Windows, office software, financial systems, and databases.
• Knowledge of fiscal account procedures and applied mathematics.
• Ability to interpret and apply stormwater billing policies and regulations.
• Other duties as assigned.
