General Description Of Position

The Retail Development Manager is responsible for advancing retail fuel and convenience store development projects from site approval through entitlement, design, permitting, and construction handoff by managing and coordinating the project scope, budget, schedule, documentation, development risk, and contractual obligations.

Essential Duties And Responsibilities
Project Portfolio and Planning
  • Manage a portfolio of multiple active development projects located across assigned geographic markets.
  • Develop and manage the project budget and schedule throughout the engineering, design, and permitting phases of the project.
Due Diligence and Risk Management
  • Coordinate site investigations, due diligence activities, and preliminary site design during project feasibility and site approval phases.
  • Review technical due diligence reports including geotechnical, environmental, survey, and utility investigations to identify schedule, scope, cost, and development risks and communicate findings to project stakeholders.
  • Prepare and present development recommendations and risk assessments for internal approval processes.
  • Coordinate with all required MUSA departments and legal counsel to ensure risk is accurately identified, assessed, and communicated for use in preparing and supporting the business case for executing legal contracts, including purchase agreements or leases.
Design, Plans, and Contract Coordination
  • Review and interpret development and construction plans to ensure MUSA prototype and MUSA standards are adhered to throughout a project and coordinate any site-specific MUSA committee approvals as required.
  • Provide technical review of engineered plans for operational suitability, constructability, and value engineering to optimize project cost, schedule, functionality, and customer experience.
  • Review and interpret applicable purchase agreements and leases to ensure contractual obligations are incorporated into the development and construction plans and phased per the negotiated contracts.
Approvals, Communication, and Turnover
  • Attend and speak for MUSA in neighborhood meetings, planning and zoning meetings, and city council hearings as required to help obtain approval of development plans and entitlements.
  • Coordinate and lead meetings with internal stakeholders, consultants, vendors, and external agencies to communicate project status and resolve issues throughout the development process.
  • Manage project information and communication through MUSA-designated project management software, including Projectmates.
  • Prepare development turnover packages and communicate all commitments, approvals, risks, and project requirements to construction teams for execution.
  • Review and approve all engineering, permitting, and development invoices for the project to ensure adherence to MUSA contract terms and conditions.
  • Perform any other related duties as required or assigned.
Experience and Education

Broad knowledge of development management, construction management, engineering, or related disciplines. Bachelor's degree from a four-year college or university and a minimum of five (5) years of related professional experience, including two (2) years of management experience, or an equivalent combination of education, training, and experience.
