Job summary

Jaquith Consulting Group seeks an experienced PMP-certified Program Manager to provide Capital Program Management and Engineering Services to the San Joaquin Regional Rail Commission (SJRRC) in Stockton, California. The role supervises and coordinates engineering, design, and construction activities across more than 30 projects.

Qualifications

• 15+ years of program/project management experience with large, complex design/construction projects.
• 5+ years of program management of engineering staff across multiple departments or programs.
• On-site full-time work in Stockton, CA.
• Eligibility to work in the United States and pass a background check.
• Valid California driver’s license and ability to travel to project sites.

Responsibilities

• Provide program and project oversight across all phases of Capital Program development and delivery.
• Review risks, issues, progress, and schedule adherence with consultant teams.
• Coordinate with agency personnel, design, environmental, and construction management consultants.
• Oversee preliminary engineering for environmental approval and regulatory requirements.
• Coordinate with Union Pacific and BNSF on adjacent rail projects and sequencing.
• Lead engineering staff and consultant teams across departments and programs.
• Oversee construction management, scheduling, budgets, and expenditures.
• Manage requests for information, changes, and cost-reduction recommendations.
• Ensure quality reviews of deliverables and maintain regulatory compliance.
