Office of Shared Administration (WV) seeks a dynamic Commissioner to lead the Bureau for Social Services, guiding legislative engagement, policy advocacy, and cross‑agency collaboration. The role oversees child welfare, adult safety, and youth services, ensuring fiscal discipline and strategic reforms.

The Commissioner will interact with lawmakers, judges, and stakeholders, championing vulnerable populations while maintaining public accountability and service excellence across West Virginia.

Qualifications

• Master's degree in social work, public administration, or closely related field.
• 7–10 years of progressive executive-level management experience in complex human services delivery.

Responsibilities

• Legislative Testimony: present data and program outcomes before legislative committees.
• Statutory Compliance & Advocacy: analyze legislation and draft policy revisions.
• Intergovernmental Collaboration: build relationships with legislators and staff to advance welfare reforms.
• Community Advocacy: deliver speeches and updates to providers, advocacy groups, and county staff.
• Strategic Oversight: direct deputy commissioners and executive staff in managing child welfare, adult safety, and youth programs.
• Workforce Advocacy: champion reducing burnout and improving retention among frontline workers.
• Stakeholder Coalition Building: convene task forces and committees for welfare reform.
• Public Finance Administration: oversee the state budget and federal grant allocations.
