Introduction

Bring your Program Management skills to the Division of Transportation Investment Management as a Statewide Local Program Manager (Program and Policy Analyst Advanced)! This highly dynamic position directly impacts local government in solving real world transportation issues.

This position offers a hybridized work schedule. The position will be headquartered at and required to work from the Hill Farms State Office Building in Madison, WI at least 2 days per week. All employees working a hybrid work schedule are generally expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview.

Position Summary

The Statewide Local Program Manager position administers WisDOT’s local federal improvement programs (totaling over $100 million annually) and provides ongoing, complex program and policy development, analysis, monitoring, and evaluation. Managed programs include the Surface Transportation Program (STP), Local Bridge Improvement Assistance Program, and Local Small Structures Improvement Program (LSSIP). As the department’s recognized expert for these statewide programs and their issues, the incumbent develops and critiques large-scale policy modifications and concepts for division and department management, serving as a primary advisor on these issues. The position is responsible for monitoring the financial impact of these programs on the department in consultation with the Bureau of State Highway Programs (BSHP). The position routinely functions as a liaison with legislators, government officials, interest groups, Metropolitan Planning Organizations, other program managers, and region or central office staff in matters pertaining to these programs.

Salary Information

These positions are in schedule-range (07-03) with an annual salary of $68,640-$96,907, plus excellent benefits. A twelve-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Qualifications

A qualified candidate will have all of the following:

• Experience or training in managing program(s). (Activities may include planning, coordinating, implementing, and evaluating program activities; managing program priorities and resources; and collaborating with internal and external partners to achieve program goals.)
• Experience interpreting and/or applying rules, policies, or procedures.
• Experience working with or participating in state, federal, and/or local government activities, programs, or initiatives. (Activities may include working at a government agency, applying for, administering, or managing governmental grants, and/or working with governmental partners.)
• Experience communicating complex technical information to technical and non-technical audiences. Activities may include memos, reports, presentations or other written/verbal communication).

A well-qualified candidate will have at least one of the following

• Advanced Excel skills to summarize data or create reports to support business operations. (Activities may include skills such as creating and/or combining pivot tables to summarize or present data, utilizing dynamic array formulas (such as VLOOKUP, XLOOKUP, INDEX/MATCH, etc.), advanced conditional formatting (highlighting thresholds, variances, setting customized rules, etc.).)
• Experience in program analysis and management. (Activities may include monitoring program performance, developing recommendations for improvement, managing program resources, and evaluating program priorities and timelines.)
• Experience monitoring, analyzing, and implementing policy changes resulting from state and/or federal legislative or administrative action.
