Job summary

The Commonwealth of Pennsylvania, through the Pennsylvania Emergency Management Agency, is seeking a HAZMAT Emergency Management Specialist to support certification, planning, and readiness for hazardous materials teams across the Commonwealth.

This full-time role focuses on coordinating statewide programs, reviewing policies, developing offsite response plans, and providing technical guidance to county emergency planners.

Qualifications

• Successful completion of the Emergency Management Trainee program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
• Two years of professional experience in the development, coordination, or promotion of emergency management programs such as disaster relief, public safety, flood mitigation and resiliency, and emergency management in government, industry, education, or the military; and a bachelor’s degree; or
• An equivalent combination of experience and training that includes one year of professional experience in the development, coordination, or promotion of emergency management programs such as disaster relief, public safety, flood mitigation and resiliency, and emergency management in government, industry, education, or the military.

Responsibilities

• Program Coordination: Manage statewide certification and operational program activities for hazardous materials response teams
• Policy Review: Evaluate policies, reports, and guidance documents while ensuring accurate and complete hazardous materials response information
• Plan Development: Support the creation and review of offsite emergency response plans and training standards for hazardous materials preparedness
• Technical Assistance: Provide guidance, training support, and program expertise to county emergency planners and related agencies
• Data Management: Maintain and update hazard response databases and contribute to reports, grant materials, and program documentation
• Field Support: Participate in exercises, inspections, and outreach visits to ensure consistent program implementation across the Commonwealth
