Job summary

The Minnesota Department of Commerce is seeking a Program Administrator to lead the Energy Assistance Program (EAP) within the EAP Admin unit in St. Paul. This full‑time role coordinates contracting, training, and policy analysis to support energy assistance initiatives.

Hybrid work is available with up to 50% telework. The role requires three years of government program administration and a relevant degree, plus strong communication for diverse audiences.

The Minnesota Energy Assistance Program (EAP) is a federally funded program that helps ensure low‑income Minnesotans have safe, continuous, and affordable home energy. This position is responsible for:

  • Coordinating and executing key functions of the Energy Assistance Program (EAP), including annual contracting, EAP Service Provider plan development and review, and EAP’s annual mailing efforts.
  • Conducting policy analysis and providing recommendations, developing and carrying out EAP Service Provider training, and providing eHEAT user support.
  • Responding to public inquiries about EAP, providing guidance and support to Energy Information Specialists on public inquiries, exercising judgment to route complex questions, and identifying trends to improve program and service delivery.
  • Implementing and ensuring compliance with the Energy Assistance Program records retention schedule.
Minimum Qualifications

Three (3) years of experience in program administration in a government, human services, or social services setting.

Applicants who meet the above experience will be further evaluated based on the following:

  • Experience drafting correspondence, decision memos, and reports for internal and external stakeholders.
  • Experience managing projects, tracking program initiatives, and maintaining program documentation to support effective program operations.
  • Experience interpreting and applying policies rules, regulations, and/or laws, or conducting research.
  • Experience communicating effectively, both orally and in writing, with diverse audiences.
  • Demonstrated interpersonal skills sufficient to work effectively with individuals of varying backgrounds and experiences, as well as deescalating difficult conversations.
Preferred Qualifications
  • A Bachelor's or Advanced degree in Public Administration, Social Work, Social Sciences, or related field.
  • Project Management Certificate or experience.
  • Experience working with energy related programs.
  • Demonstrated understanding of or experience working effectively with others from different backgrounds and cultures, including individuals and/or communities experiencing poverty.
Physical Requirements

Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
