Job summary

The State of Louisiana Division of Administration/Office of State Procurement is seeking a State Procurement Supervisor to lead a team of analysts and ensure compliant, efficient procurement operations in a fast-paced environment.

Ideal candidates will have extensive procurement experience, strong leadership and communication skills, and a track record of implementing policy changes and facilitating cross-functional collaboration.

Qualifications

• Six years of experience in procurement, contracts or grants management, financial management, accounting, or auditing.
• Six years of full-time work experience in any field plus three years of experience in procurement, contracts or grants management, financial management, accounting, or auditing.
• A bachelor’s degree plus three years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR an advanced degree plus two years.
• Every 30 semester hours earned from an accredited college or university will be credited as one year of experience, up to four years.
• Designation as CPPB, CPPO, or NIGP-CPP may substitute for up to one year of required experience.

Responsibilities

• Plans, organizes, directs, and controls the work activities of employees engaged in State procurement functions.
• Manages a team of State Procurement Analysts by providing training, assigning work, monitoring performance, and giving feedback.
• Develops team personnel through instruction and coaching on content, processes, and systems.
• Meets with stakeholders to provide regulatory oversight by explaining procurement laws, rules, and procedures.
• Represents the State Procurement Director at meetings in their absence.
• Distributes task assignments and ensures backups are designated.
• Verifies completeness and appropriateness of procurement documents and resolves ambiguities.
• Provides subject matter expertise to internal and external stakeholders as needed.
• Demonstrates mastery of procurement processes and systems such as SAP LaGov, ProAct, and MS Office.
• All other duties as assigned.
