Job summary

Blueprints in Pennsylvania seeks a State Manager for the Connecting Children and Families Department to provide statewide leadership and oversight for program operations. The role ensures regulatory and funding compliance while guiding service delivery and program quality.

The position supervises staff, supports hiring and performance management, and partners with community organizations to advance best practices and positive outcomes for youth and families.

Qualifications

• Bachelor-level degree in a human services field or related discipline.
• Minimum of 3 years of direct supervisory experience in child welfare.
• Knowledge of best practice models in the child welfare system.
• Excellent communication and interpersonal skills.
• Ability to work cooperatively with youth, families, collaborating agencies, internal/external stakeholders and community to leverage services and support.
• Demonstrates good judgement and the ability to work independently.
• Ability to handle a high degree of emotional stress and the emotional stress of others.

Responsibilities

• Provide strategic leadership and oversight for CCF program operations across the state, ensuring compliance with regulatory, contractual, quality, and funding requirements.
• Supervise program staff and support hiring and performance management.
• Provide ongoing guidance to ensure effective service delivery and positive outcomes.
• Collaborate with community partners and represent CCF within the social services network.
• Work with leadership to develop, evaluate, and improve programs, policies, and best practices.
