This position will be located at Missouri Department of Natural Resources, Division of Environmental Quality, Air Pollution Control Program and will be located at 1659 East Elm St., Jefferson City, Missouri.

Responsibilities:

• Lead, organize, plan, and direct the work of a six environmental engineers with varying levels of skills and experience.
• Oversee engineers that evaluate and conduct air quality modeling, develop robust emission inventories, evaluate emission growth and control factors, and evaluate emission control strategies for emission sources in the state.
• Oversee the development of various types of plans and other technical demonstrations including determining areas of the state that meet and do not meet federal air quality standards, developing infrastructure plans to explain how Missouri will implement any new or revised standard, developing plans to ensure emissions in Missouri are not negatively impacting visibility in any federally protected class I areas or contributing significantly to air quality problems in downwind states, developing nonattainment area plans to bring areas of the state that are not meeting an air quality standard back into compliance, and developing maintenance plans for areas of the state that once violated a standard, but have come back into compliance.
• Work with members of the unit to develop goals and objectives, and performance indicators.
• Evaluate the performance of members of the unit
• Provide staff mentoring, training, and consultation on complex air quality issues.
• Manage the recruiting and hiring of team members and assist in their professional development.
• Present on complex air quality issues and planning topics to the Missouri Air Conservation Commission and at other meetings.
• Assist rulemaking staff to develop, amend, and rescind state regulations in support of Missouri’s State Implementation Plan
• Consult with officials, owners and operators of emission sources, members of the public, engineers, scientists, and specialists with regard to laws, regulations, and engineering requirements relating to the federal Clean Air Act, and Missouri Air Conservation Law.
• Participate in local planning organization, regional, and national air quality workgroups.

Equivalent To Those Typically Gained By

• Registration as a Professional Engineer in the State of Missouri and 6 or more years of engineering experience. (Substitutions may be allowed)
• Training, certification, and/or education in continuous process improvement programs such as Lean Six Sigma as well as completion of Missouri Way, Leadership Academy, and similar programs is preferred.
