Job summary

Texas Health and Human Services Commission in Austin seeks a Contract Specialist II to provide complex contract management, amendments, renewals and guidance to facility managers, with oversight of CAPPS Financials and SCOR.

You will collaborate with legal teams, draft Statements of Work, ensure compliance with state rules, and train others. This is a full‑time, day shift, on‑site role at Austin State Hospital with up to 10% travel.

Qualifications

• Experience in procurement, contracting or accounting.
• Experience with local government or state operations preferred.
• Requires Certified Texas Contract Manager (CTCM) within 12 months of employment.
• Must have valid Texas driver license or obtain within 90 days.

Responsibilities

• Provide complex journey level consultative contract services and technical assistance to facility staff during the contract lifecycle.
• Draft and review contracts, amendments, MOAs/MOUs, and open enrollments.
• Ensure compliance with state laws, policies, and CAPPS/SCOR data entry.
• Oversee contract managers/SMEs and provide training on contract processes.
