Job summary

Health Care Service Corporation (HCSC) seeks a Stars Strategy & Operations Senior Project Manager to lead large, complex programs with multiple workstreams from inception to delivery.

You will partner with Medicare Stars leadership and cross-functional teams across customer experience, pharmacy, clinical, and provider-facing functions to drive strategic initiatives that improve Stars performance and business outcomes.

Qualifications

• Bachelor degree with 5 years project management experience OR 7 years project management experience.
• Familiarity with Project Management Methodologies (PMBOK) and experience delivering large/complex projects.
• Experience in budget tracking and financial reporting for projects.
• Experience in negotiations, conflict management, and political savvy.
• Strong verbal and written communication skills and meeting facilitation.
• Ability to work independently and in a team; adaptable to changing priorities.
• Ability to create integrated, milestone-driven critical path project plans.
• Experience in a matrix organization and ability to influence stakeholders.
• Knowledge of SDLC and HCSC delivery models (OWF, Scrum, XP).

The ideal candidate brings deep Medicare and Medicare Stars experience, strong project management capabilities, and the ability to influence and hold matrixed teams accountable while removing barriers, escalating risks, and driving execution. This role requires a blend of business and technical acumen to support the design, development, and implementation of strategic initiatives, develop strong stakeholder relationships, and ensure successful delivery in a complex matrix environment.
