Five years in program/project management, one year in resource allocation and financial data, and PMP or FAC-P/PM certification are required, along with TS/SCI with poly clearance and experience

Qualifications

  • Five years of experience as a program or project manager supporting programs/contracts of similar scope.
  • One year of experience with resource allocation, cost tracking, deliverable tracking, schedule and financial data monitoring, and financial reporting.
  • Professional Certification: PMP or FAC-P/PM (or within one year of engagement).

Why This Is An Exciting Role

As a Staffing Manager at Boeing Intelligence & Analytics (BI&A), this position will serve as a critical member of the program management team, owning the strategic execution of talent attraction, allocation, and retention for a team of approximately 50 Full-Time Equivalents (FTEs). Reporting directly to the Program Manager, this individual will partner closely with task leads and corporate recruiting to shape the program’s workforce while ensuring 100% mission staffing compliance.

  • Program Workforce Planning: Develop and execute program-specific staffing strategies aligned with contract mission goals. Map out current vacancy needs, anticipate roll-offs, and identify cross-training opportunities within the 50 FTE footprint.
  • Recruiting Partnership & Collaboration: Partner directly with the corporate talent acquisition team and program task leads to accelerate the end-to-end recruitment process. Assist with candidate screening, technical interview coordination, and onboarding alignment.
  • Pipeline & Bench Management: Maintain a robust, proactive pipeline of cleared candidates to minimize vacancy days. Leverage corporate tools and industry networking to identify talent for current and upcoming program growth.
  • Retention & Deployment Optimization: Monitor program morale and team health to maximize retention. Optimize internal workflows, facilitate skill development, and ensure a seamless onboarding experience for new program arrivals.
  • Staffing Analytics & Reporting: Utilize data-driven insights to measure staffing efficiency, track time-to-fill metrics, and provide regular headcount and vacancy reports to program leadership.

Experience And Qualifications

To be eligible for this demanding position, the ideal candidate should demonstrate the following experience and qualifications:

Required Education And Years Of Experience
  • Five (5) years of experience as a program or project manager directly supporting programs and contracts of similar scope, type, and complexity.
  • One (1) year of demonstrated experience supporting resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and financial reporting.
  • Professional Certification: Must possess a Project Management Professional (PMP) certification OR a Federal Acquisition Certification Program/Project Managers (FAC-P/PM) Entry Level certification (or fulfill this requirement within one [1] year of engagement on the contract).
Required Qualifications
  • Active TS/SCI with Polygraph Clearance
  • Proven track record managing resource allocation and personnel tracking for programs or contracts of similar scale.
  • Excellent communication and relationship-building skills to collaborate with corporate recruiters, program task leads, and external candidates.
  • Experience leveraging recruiting technologies, such as LinkedIn Recruiter, to enhance sourcing and engagement.
  • Direct experience using Taleo as an application tracking system.
  • Willingness to travel occasionally for hiring events.
  • Successful experience supporting DoD, National Security, or Intelligence Community programs.
  • Direct experience managing end-to-end personnel onboarding, security processing, and contract integration.
  • Demonstrated ability to maintain a pipeline of cleared candidates to minimize contract vacancy days.
Desired Qualifications
  • Experience supporting recruitment for Intelligence Community programs in Annapolis Junction.
  • Experience supporting recruitment for polygraph cleared positions.
  • Experience supporting recruitment for software, data, AI/ML, and cloud skill sets.
  • Prior experience coordinating with subcontractor companies to fill technical or cleared program vacancies.
  • Proven ability to design or improve speed-to-hire workflows within highly secure environments.

Summary Pay Range

Please note that the information shown below is a general guideline only. Pay is based upon candidate experience and qualifications, as well as market and business considerations.
