Job Description And Duties
Under the general direction of the District Budget Manager (DBM), a Staff Services Manager II, the incumbent is fully responsible for direct supervision of the District Resource Management Unit and serves as the Assistant Budget Manager (SSM I). The incumbent supervises staff responsible for managing and monitoring the district's program allocations and expenditures, and is considered a working level administrator. The incumbent serves as the district's subject matter expert on budgetary policies and practices. The incumbent is responsible for managing and monitoring the district's program allocations and expenditures as the fiscal year progresses. Expenditures are monitored against allocations and expected expenditures pattern for the various programs for which District 7 receives allocation. The incumbent prepares monthly expenditure plans for the management of district resources, prepares periodic allocation and expenditure reports as requested by District Management or the Departmental Budget Office, performs fund source monitoring, and performs the more difficult and complex research and analysis of fiscal information as a tool in managing the district support budget. As a technical expert, the SSM I assists the Budget Office in all facets of budget development and financial administration.

Multiple positions may be filled from this recruitment.
While at the base of operation, the incumbent will work in a climate-controlled office with natural and artificial lighting, and may experience periodic episodes of changing office temperature as a result of fluctuating building temperatures. The incumbent may also be required to travel to and from field office locations throughout the district, and regularly attend, assist with, and support activities hosted or presented by the Division of Administration that may cause exposure to extreme temperatures (hot and cold), dirt, noise, and uneven surfaces. The incumbent will work in a workstation within shared office space. Business travel may be required and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate. Working hours will be set between the hours of 7:30 a.m. and 5:30 p.m., Monday-Friday, 5/40 schedule.
This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions.
