PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX, and is a part of the PEMEX group which is a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics and marketing. PEMEX Deer Park provides a diverse and inclusive work environment that employs approximately 1000 employees with another 1200 contractors on site. Job Purpose

·Provide project engineering leadership for a portfolio of Capital Projects (typically below $20 mln each) at the PEMEX Deer Park Refinery.Accountable for safety, delivery of a functioning system that solves the problem or realizes the opportunity, cost, and schedule for assigned set of projects.

Achieve Best in Class Project performance per IPA Benchmarking.

Dimensions

·Project Size – Ranging from $1 mln to $40 mln each

·Project Portfolio - $20 mln to $60 mln

·Active Projects – Range from 6 to 10 Active projects depending on size and complexity

Note:This can vary depending on year, project details, and experience of the Project Engineer.

Accountabilities & Responsibilities

1.Has the primary accountability for execution of Capital (and Expense) Projects from front end development (Identify, Assess, Select, & Define phases) to detailed design and construction (Execute phase) including procurement, cost control and schedule management.

2.Accountable for delivering projects safely.

3.Manages simultaneous projects with competing priorities in various phases on a wide variety of manufacturing processes.

4.Develops project scopes in collaboration with operations, process engineering, and disciplines.

5.Accountable for ensuring the proper technical authority approves the design, equipment specification, and drawings.

6.Oversees engineering execution utilizing on-site Engineering Disciplines and Engineering Contractors.

7.Responsible for coordination with external Technical resources regarding Project Assurance and Technical Assurance activities (where applicable).

8.Works with the Project Controls group to develop project cost estimates and schedules for each phase and for final funding.

9.Accountable for meeting project cost and schedule requirements and providing accurate forecasting.

10.Works with procurement to develop and implement a procurement strategy for each project.

11.Works with environmental to ensure permitting strategy and compliance.

12.Assists with development of equipment and material bid specification, bid evaluation and selection.

13.Works with IPA (external auditors) to review and score projects against the specified criteria at multiple phases depending on the size and complexity of the project.

14.Accountable for working with construction and ensuring proper construction management and safety plans are in place.

15.Coordinates personnel and Contractors to assure that field activities are completed safely, on time, within budget, and in accordance with the design requirements.

16.Supports construction safety expectations by spending time in the field to observe and re-enforce a strong safety culture.

17.Assist with mechanical start-up plans and procedures, provides technical support during start-up, supports training activities and assures documentation and knowledge transfer.

18.Provides appropriate files to maintenance and operations for record keeping.

19.Creates or assembles all documents for project closure.

20.Works with the Project Controls group to financially close projects.

21. Has ability to follow the plant change MOC process to execute higher complexity changes initiated by the production teams and produce project deliverables that align with risk and Project Delivery Procedure intent.
