Job summary

TSS is seeking a Staff Contract Specialist to support multiple phases of the federal procurement lifecycle from Washington, DC. The role requires hands-on experience with federal acquisition processes and the ability to independently execute recurring procurement tasks with minimal guidance.

Responsibilities include planning, market research, reviewing SOW/SOO/PWS, and administering contracts across IDIQs, BPAs, and various order types.

Qualifications

• Bachelor’s degree or 24 semester hours in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization/management.
• Minimum five years’ experience in federal contracting.

Responsibilities

• Provide mid-level expertise across procurement stages including planning, market research, and development of solicitation documents (RFPs and RFQs).
• Review SOW, SOO, and PWS for accuracy, clarity, and compliance.
• Prepare or review pre-procurement packages and maintain tracking for all contractual actions.
• Administer a variety of contract vehicles including IDIQs, BPAs, contracts, task orders, delivery orders, call orders, and purchase orders.
• Assist with cost/price analysis, contract modifications, terminations/default actions, and closeout as needed.
• Assist with acquisition‑related tasks using acquisition e‑Government tools and systems.

TSS is looking for a Staff Contract Specialist to provide acquisition support across multiple phases of the federal procurement lifecycle. This role requires hands‑on experience with federal acquisition processes, familiarity with a variety of contract types and mechanisms, and the ability to independently execute recurring procurement tasks with minimal guidance. Personnel in this labor category support multiple acquisition programs and mechanisms, including IDIQs, BPAs, and task/delivery/call orders.

Key Responsibilities

Acquisition Planning & Pre‑Award Support

• Provide mid‑level expertise across various stages of procurement, including acquisition planning, market research, and development of solicitation documents (RFPs and RFQs).
• Review Statements of Work (SOW), Statements of Objectives (SOO), and Performance Work Statements (PWS) for accuracy, clarity, and compliance.
• Prepare or review pre‑procurement packages and maintain tracking for all contractual actions.

Contract Mechanism & Type Utilization

• Apply knowledge to assist in administering a variety of contract vehicles including IDIQs, BPAs, contracts, task orders, delivery orders, call orders, and purchase orders.
• Utilize and support actions involving multiple contract types including Firm‑Fixed‑Price (FFP), Cost Reimbursable, Labor‑Hour (LH), and Time‑and‑Materials (T&M).

Cost/Price & Administrative Support

• Understand and assist with cost/price analysis, preparation of contract modifications, contract termination/default actions, and contract closeout when needed.
• Independently assist with recurring contract administration duties with little to moderate guidance.
• Address complex problems by gathering and validating data, resolving issues, and supporting successful solicitation, evaluation, award, and administration of contractual actions.

Systems & Documentation

• Assist in preparing contractual actions using acquisition e‑Government tools and systems.
• Complete other acquisition‑related task assignments as directed by the COR in support of agency programs.

Education & Qualifications

• Bachelor’s degree or completion of 24 semester hours in any combination of: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization/management.
• Minimum five years’ experience in federal contracting
