Job summary

The Metropolitan Transportation Authority (MTA) is seeking a Staff Analyst Trainee in Procurement Operations to support contract and procurement functions from its 2 Broadway, Manhattan office. You will assist in preparing contracts, developing bid requirements, evaluating vendor qualifications, and negotiating through IFB and RFP processes, with a focus on cost analyses and documentation of negotiations.

RESPONSIBILITIES

The selected candidate will assist in a variety of contract and procurement functions, including preparing contracts in accordance with MTA procurement policies and procedures. Responsibilities include developing, soliciting, negotiating, and awarding contracts through the Invitation for Bid (IFB) and Request for Proposal (RFP) processes, as well as preparing all associated documentation and analyses. The candidate will also help negotiate and prepare supplemental agreements, including contract modifications, task orders, change orders, budget adjustments and contract closeout documents to address changes in scope, pricing, and fee schedules. Additional duties include collecting, analyzing, and reporting procurement data; developing bid submission requirements and evaluation criteria; reviewing vendor qualifications; conducting market surveys and qualification hearings; and procuring goods and services using informal procurement procedures. EDUCATION AND EXPERIENCE
Staff Analyst Trainee

A baccalaureate degree from an accredited college or university.

SELECTION METHOD

ADDITIONAL INFORMATION

Final salary is determined experience, skillset, and alignment with compensation practices. The posted range reflects expected compensation and may be updated as market or business needs evolve.

To be eligible for consideration for a new role, current MTA employees must complete at least one year of service in their current role prior to applying. Additionally, eligibility to interview is contingent upon maintaining a satisfactory record of job performance, attendance, and disciplinary conduct. Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
