Education, Training, and Experience

• A Bachelor's degree in Accounting or Finance is required.
• Minimum of 2 years of professional accounting experience. Experience in governmental accounting is highly preferred.
• Proficiency in Microsoft Excel (vlookups and pivot tables) required.

Registration, Certification, Licensure, and Other Qualifications

• Must have and maintain a background and criminal history free from any disqualifying offenses as outlined by the Texas Administrative Code (TAC) and the Health and Human Services Commission (HHSC).
• Must possess and maintain a valid driver’s license and automobile insurance.
• Individuals with an out-of-state driver’s license must be able to obtain a driver’s license in the state of Texas within thirty (30) days.
• Successful completion of all position-specific training within thirty (30) days of employment is required.

Knowledge, Skills, and Abilities

• Knowledge of financial administration, budget control, and fiscal accounting; of governmental accounting; of budget control methods, policies, and procedures; and of laws and regulations pertaining to fiscal operations.
• Skill in the use of office equipment, computers, and associated software applications.
• Ability to plan, organize, and direct accounting programs; to budget funds; to set up accounting systems; to interpret laws and regulations; to apply accounting theory; to communicate effectively; and to assign and/or supervise the work of others.
• Ability to display regular and reliable (in-person, if required) attendance.
• Understanding and practice of Trauma Informed Care principles.

Essential Duties

Fund Accounting & General Ledger

• Maintain and balance general ledger accounts across various funds (General Fund, Asset Management Fund, Governmentwide Activities Fund).

Reconciliations

• Perform monthly bank, credit card, and balance sheet account reconciliations. Identify and resolve discrepancies promptly.

Grant & Project Tracking

• Monitor revenue and expenditures for federal, state, and local grants. Ensure compliance with grant terms and compile data for reimbursement requests.

Accounts Payable Support

• Review coding and accuracy of accounts payable invoices.
