Job summary

Yorktown Systems Group is seeking a SRD (OT) Precision Effects Capability Developer Manager to support the U.S. Army MFCD mission.

The role focuses on capability development within JCIDS, identifying gaps and drafting DOTMLPF-P requirements to enhance maneuver force capabilities. Responsibilities include supporting sniper weapons and optics programs, preparing CBAs, ICDs, AoA, and contributing to ARoC/JROC briefings, TTP development, and industry days.

Qualifications

• Four years CAPDEV experience or DAU Level 1 certified with three years CAPDEV experience.
• Six years active duty military experience, Infantry and/or US Army Special Ops MOS, and B4 (sniper) ASI.
• Must be able to obtain and maintain a Secret Clearance for the duration of the contract.

Responsibilities

• Support capability solutions for current, developmental and future sniper weapons, optics and sniper enablers and accessories.
• Develop, write, staff, and adjudicate KOPS documentation (CBAs, ICDs, C-BAs, AoA, DCRs, TCMs, A-CDDs, etc.).
• Support ARoC/JROC briefings and information requests for MBCT/SBCT/ABCT programs.
• Assist with TTP development, threat assessments, training plans, and Basis of Issue Plans (BOIP).
• Prepare industry day presentation slides and participate in Maneuver Conference to gather Soldier requirements.

Summary: Yorktown Systems Group is seeking a qualified SRD (OT) Precision Effects Capability Developer Manager to support the U.S. Army U.S. Army's Maneuver Force Capabilities Development (MFCD) with capabilities development support services. MFCD performs key roles in the Joint Capability Integration and Development System (JCIDS) process with a focus on maneuver force transformation. MFCD leads the assessment of maneuver capabilities to identify gaps and develop integrated Doctrine, Organization, Training, materiel, Leadership and Education, Personnel, Facilities, and Policy (DOTMLPF-P) requirements to resolve or mitigate those gaps. They support the JCIDS Capability Based Assessment (CBA) by providing the identification of needs, combining joint concepts with analysis, and are responsible for the management of operational architectures. It leads the determination of maneuver force requirements, recommending priorities, documenting changes, and providing supporting analysis. These requirements result from JCIDS, Urgent Needs Statements, Operational Needs Statements, operational lessons learned, and senior leadership decisions to bring future capabilities into the force. They participate in Integrated Capability Development Teams (ICDT) to develop the necessary products associated with the JCIDS analysis and documentation requirements.

Specific duties may include, but are not limited to:

• Support capability solutions associated with current, developmental and future sniper weapons, designated marksman weapons, optics and sniper enablers and accessories. Precision Effects is the functional battle space associated with highly accurate (sniper-like) direct fire lethality out to 2,000 meters. These projects can include, but are not limited to, Precision Effects.
• Support the development, writing, staffing, and adjudication of KOPS documentation to include Capabilities Based Assessment (CBAs), Initial Capabilities Document (ICDs), Cost Benefit Analysis (C-BAs), Analysis of Alternatives (AoA), DOTMLPF Change Recommendations (DCRs), Tiered Capability Matrixes (TCMs), Abbreviated Capability Development Documents (A-CDDs), and the new requirement document formats.
• Support requirement process to the Army Requirements Oversight Council (AROC) and Joint Requirements Oversight Council (JROC) briefings and information requests for Mobile Brigade Combat Team (MBCT), Stryker Brigade Combat Team (SBCT), Armor Brigade Combat Team (ABCT), programs and future technologies applicable to the BCT formations.
• Assist with other capability development, doctrine, training and architecture development tasks including: the preparation of draft tactics, techniques, and procedures (TTP); threat assessments, development and execution of training plans, and Basis of Issue Plans (BOIP).
• Prepare PAE Industry Day presentation slides to share Soldier requirements with industry and provide an opportunity for industry to present potential solutions to Soldier requirements.
• Participate in the PAE Maneuver Conference to acquire first‑hand information from the field.
• Assist SD in preparing updates, briefings, memorandums, information papers and other administrative requirements.
• Work performed under this Task Order will be in support of and follow the guidance in KOPS JFRP.
• These projects can include, but are not limited to, Precision Effects.
