Recreation, Parks and Open Space/Recreation & Leisure Activities
Work Location: Various recreation centers throughout the City of Norfolk
Work Hours: 40 hours per week, hours vary and are scheduled between 6:00 a.m. to 12:00 a.m. , Monday to Saturday and possible Sunday hours
Essential Functions
- Manages the center, providing for control, safety and security of the facility, providing recommendations for improvement, monitoring the budget, evaluating programs, delivering supplies, interpreting policies, training and scheduling employees, and conducting performance evaluations.
- Interacts with citizens and patrons by greeting customers, handling inquiries, addressing concerns, and providing information.
- Oversees facility scheduling, maintenance upkeep and operation.
- Performs administrative activities by compiling and reviewing reports and schedules, submitting paperwork, collecting monies, and monitoring the budget.
- Plans, organizes, implements and evaluates daily programs and special events.
- Operates City vehicles; transports staff, program participants and materials/supplies to a variety of programs and activities.
- Performs related duties by planning City-wide events, organizing logistics for City ground breaking, ribbon cuttings, oath of office, memorials, dedications, and recognition ceremonies.
- Supervises, trains, schedules, and evaluates the performance of subordinate staff members.
- Prepares budget proposals for program areas.
- Monitors expenditures, makes cost savings and operational improvement recommendations.
- Gathers data; prepares routine reports and correspondence; maintains accurate, detailed records.
- Operates a computer and must be proficient in the use of Microsoft Office Suite (Excel, Word, and Outlook).
- Represents the Department of Recreation, Parks and Open Space at community gatherings such as civic league and city sponsored events.
- Maintains an awareness of the needs of target populations and new trends in program service delivery of specialized functional units.
- Must be able to communicate effectively, both verbally and in writing.
- Ability to see, hear, stand/walk for extended periods of time, lift from ground to above shoulder, climb, bend, stoop, sit, push, pull, perform tasks requiring manual dexterity and utilize telephone communications.
Education/Experience
Requires equivalent to graduation from an accredited four-year college or university with a bachelor's degree in sports management, exercise, health and fitness, recreation or related field and two years related experience.

- Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.
- Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.
- Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
- The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
