Job summary

United States Digital Space LLC is seeking a Technical Program Manager for Enterprise Identity and Access Management (EIAM) to lead security programs and drive modernization across the workforce access lifecycle.

You will partner with Security, Legal and Infrastructure to define, implement, and mature access controls, governance, and automation at scale. The role emphasizes collaboration, AI-assisted processes, and cross-time-zone delivery.

Qualifications

  • 8+ years of experience in technical program management and a drive for continuous improvement.
  • Experience in cybersecurity or security program management in a fast-moving technical environment.
  • Working knowledge of IAM concepts including SSO, MFA, lifecycle, RBAC, IGA, reviews and certifications.
  • BS in Computer Science, Information Technology, Information Security or related field or equivalent experience.
  • Proven track record of creating realistic project plans, managing dependencies, and predictable execution.
  • Proven ability to communicate effectively at executive levels.
  • Hands-on or strong competency with AI productivity tools to automate routine program administration with human-in-the-loop review.
  • Comfortable with tight deadlines, changing priorities, and ambiguity.
  • Proven ability to foster partnerships internally and externally.
  • Strong experience with Confluence and Jira and diverse development methodologies.
  • Embraces automation and AI augmentation.

Responsibilities

  • Define, align, and drive strategic security programs that reduce risk and enable innovation.
  • Lead enterprise IAM and IGA programs to ensure proper access controls at scale.
  • Drive adoption of access management tooling for least-privilege and self-service workflows.
  • Coordinate with Security, Legal/Compliance and infrastructure teams to limit IL4 access and ensure evidence for compliance.
  • Communicate with stakeholders to maintain alignment and collaboration.
  • Build AI-powered automations to handle routine program administration.
  • Create roadmaps, track OKRs, and provide status updates to executives.
  • Navigate ambiguity with AI-informed risk-mitigation strategies.
  • Identify stakeholders, dependencies, and drive alignment across teams.
  • Manage scope, timeline, budget, and change control.

About the Role

Security at the company is a diverse, focused team committed to helping secure both the company and our customers. The Security Technical Program Management team sits at the cross-section of engineering, security, and business. We define, align, and drive the strategic security programs that reduce risk and advance innovation across the company, while partnering to build the best solutions for our customers.

Responsibilities

We need to solve big security challenges at scale. As a Technical Program Manager focused on Enterprise Identity and Access Management (EIAM), you will help discover, define, and drive the execution of workforce access programs that ensure the right people have the right access to the right resources at the right time. You will work with the Security team and all of our stakeholders to:

  • Partner with the Enterprise Identity and Access Management team as their dedicated Technical Program Manager, driving programs across workforce IAM, and identity governance and administration (IGA)
  • Drive adoption and maturity of access management tooling to advance least-privilege, just-in-time access, and self-service request and approval workflows at scale
  • Lead the program to restrict access to the IL4 environment — partnering with Security, Legal/Compliance, and infrastructure teams to define eligibility, remediate abnormal access, and stand up sustainable controls and evidence to keep compliant
  • Connect with stakeholders through expert communication and diplomacy to maintain alignment and encourage collaboration
  • Build automations and AI agents to handle routine program administration at scale
  • Utilize AI platforms to consolidate diverse project streams into unified roadmaps, generating initial metrics, status updates, and executive reporting dashboards
  • Support the long term program roadmap planning, manage project updates aligned with the roadmap and report on project level OKRs
  • Navigate high-ambiguity environments and shifting priorities by pairing sound judgment with AI insights to implement proactive risk-mitigation frameworks
  • Identify stakeholders and drive alignment, including dependency identification and tracking
  • Manage change to scope, timeline, key results/outcomes and budget
  • Maintain a project management framework using milestones, communication plans, decision logs, issues, risks, etc.
  • Balance the focus on long term vision and roadmap versus addressing high risk tactical security issues
Desirable Skills, Knowledge, and Experience
  • 8+ years of experience in technical program management and a desire for continuous improvement
  • Experience in cybersecurity or security program management in a technical, fast-moving environment
  • Working knowledge of IAM concepts — SSO, MFA, identity lifecycle, role-based access control, least privilege, and identity governance and administration (IGA), including access reviews and certifications
  • BS in Computer Science, Information Technology, Information Security or related field or equivalent experience
  • Proven track record of creating realistic project plans, managing dependencies, and overseeing execution to meet commitments with predictability
  • Proven track record of effective communication at various levels including executive level
  • Hands-on experience or a strong competency in leveraging AI productivity tools and development platforms (e.g., Gemini Gems, OpenCode, etc) to automate routine program administration, with rigorous human-in-the-loop review of AI output
  • Comfortable managing tight deadlines, changing priorities, and ambiguity
  • Proven ability to forge and sustain effective partnerships internally and externally
  • Strong competency with Confluence and Jira and various development methodologies
  • Embraces technology including automation and AI augmentation
  • Experience working with multiple time zones and cross-functional teams
