Job summary

Guilford County Government in Greensboro, NC is seeking a Senior Tax Data Analyst onsite to apply data analysis to support property appraisal and tax decisions. You will validate data, surface trends, and improve data integrity for countywide reappraisals.

The role requires advanced Excel, Power BI dashboards, SQL data querying, and strong communication skills to prepare reports and support Board presentations. Experience with CAMA, NCPTS, and GIS is highly valued.

Qualifications

• Bachelor's degree or equivalent plus several years of real estate appraisal experience.
• Experience with Power BI, CAMA, NCPTS, Excel and SQL for dashboards and data analysis.

Responsibilities

• Design, build, and test Power BI dashboards for property tax data.
• Develop and optimize SQL queries for appraisal data sources.
• Validate and gather property data from records and sales data.
• Review Appraisal System outputs for reappraisals and identify patterns impacting values.
• Ensure data quality and regulatory compliance for tax assessments.
• Assist with development of appeal presentations for BOE & Review and other entities.
• Prepare reports on property valuations and tax assessments for senior management and boards.

Job description

Join Guilford County Government as a Senior Tax Data Analyst in Greensboro, NC (onsite). In this role, you will apply data analysis to support property appraisal and tax-related decision making, helping validate appraisal data, surface trends, and improve the integrity of information used for countywide reappraisals.

What you’ll do

• Use Power BI to design, build, and test interactive dashboards, integrating new data sources to visualize property tax data and trends.
• Build and optimize queries to extract and analyze data from appraisal and tax management systems.
• Gather and validate property data from multiple sources, including property records, sales data, and SQL database tables.
• Review reports from the Appraisal System to develop values used in reappraisals and identify patterns that may impact property values and tax revenues for policy and tax strategy decisions.
• Implement quality control measures to ensure data used for tax assessments complies with relevant regulations and standards, minimizing errors and discrepancies in property valuations.
• Identify weaknesses or gaps in appraisal data that may affect reappraisal outcomes, taking proactive steps to improve data integrity.
• Assist with developing appeal presentations for the Board of Equalization & Review, BOCC, and other entities.
• Prepare comprehensive reports on property valuations and tax assessments, communicating findings to senior tax management, Budget, DOR, and individual jurisdictions.
• Assist with staff training related to software changes and contribute to documentation and training needs tied to CAMA software.
• Support development of the schedule of values for reappraisals and keep up with reappraisal and ongoing work cycles to plan upcoming analysis needs.
• Identify potential new data sources to support valuation elements such as water/sewer, traffic counts, contamination sites, and zoning plans.
• Produce data files for the County statistician to support valuation modeling.
• Provide quality control over sale records through data analysis and review of business processes.
• Assist the Assessor with appraisal reports and maps for the public and the County Commissioners.
• Discuss appeals with taxpayers and provide supporting documents to work toward resolution.
• Respond to technical help requests from appraisal staff and perform other duties as assigned.
• Assist the Appraisal division in maintaining appraisal neighborhoods for countywide reappraisals and review market data to help set new values.

Requirements

• Advanced Excel skills for data analysis.
• Advanced knowledge of GIS as it relates to real estate appraisal.
• Knowledge of real estate, tax, and statutes.
• Ability to use MS Teams or similar online meeting platforms.
• Strong communication skills in writing and orally; ability to read and interpret deed descriptions and maps.
• Ability to create presentations using PowerPoint for Board of E&R meetings.
• Ability to connect GIS software applications to improve understanding of sales information and to build effective working relationships.
• Ability to work with databases, build queries, and generate reports; ability to gather and work with large amounts of data.
• Education and experience options:
  • Bachelor’s degree in Business Administration, Data Science/Data or Business Data Analytics, Accounting, Finance, GIS (or related) plus five years of real estate appraisal experience including commercial real estate; OR
  • Associates’ degree in the listed fields (or related) plus seven years of real estate appraisal experience including commercial real estate; OR
  • High School Diploma or G.E.D. plus nine years of real estate appraisal experience.
• Experience in appraisal of commercial, industrial, and residential properties with mass appraisal.
• Experience with Power BI, CAMA, NCPTS, Excel and/or creating data dashboards and writing SQL queries.
• Must obtain certification as a real property appraiser from the NC Department of Revenue within one year of employment.
• Must meet physical demands to prepare and analyze data, operate a computer terminal, and use measuring devices; may involve repetitive motions.
• Must be able to exert up to 20 pounds occasionally, up to 10 pounds frequently, and a negligible amount of force constantly.
• Must be able to express or exchange ideas by spoken word, including conveying detailed or important instructions accurately.
• Driving is essential: driving a County-owned or personal vehicle may be required for county business. Motor Vehicle Reports may be verified and the driving record must meet county criteria; if using a personal vehicle, proper insurance must be maintained per Guilford County’s vehicle use policy.
