Job Description

The successful candidate will possess the ability to work with highly technical solution concepts while identifying needed content to respond to requirements and score against evaluation criteria. The individual must have the ability to work in a highly collaborative team environment while also completing tasks independently in a fast-paced and deadline-driven environment. This position reports to the Vice President of Proposals for Intel.

Primary Responsibilities:

1. Collaborate with Capture Managers, Solution Architects, technical SMEs, Program Managers, Volume Leads, and other proposal team members to develop proposal responses that showcase BlueHalo's differentiated solutions while ensuring content aligns with proposal requirements.
2. Interview technical and other SMEs, Solution Architects, Capture Managers, Program Managers, Volume Leads, and other proposal team members to document differentiators, strategies, and responses, translating complex concepts into understandable ideas.
3. Take ownership of assigned sections and volumes, driving the development of compliant, compelling responses while playing a leadership role in a team environment.
4. Participate in proposal strategy and solutioning sessions; elicit and articulate discriminators, strengths, risk mitigators, win themes, and approaches to performing the work.
5. Write clear, compliant, persuasive proposal sections.
6. Incorporate feedback and comments from multiple sources into documents and track reviewer comments.
7. Participate in After Action Reviews (AARs) and Lessons Learned to improve proposal quality.

Required Qualifications:

• Active TS/SCI with polygraph; ability to support MPO and VA-R customers
• Successful execution of large, competitive procurements valued at $50M+ with high proposal scores
• Experience in writing technical, management, transition, staffing, and past performance volumes for complex efforts; ability to act as Section or Volume Lead
• Bachelor's Degree with 8+ years or Master's Degree with 6+ years of professional experience
• 5 years of experience as a proposal writer responding to Federal Government solicitations
• Ability to work on-site in classified spaces in Maryland and Northern Virginia
• Proficiency in Microsoft Word, Excel, PowerPoint, Teams Channels, and SharePoint
• Excellent writing, communication, organizational, and leadership skills

Desired Qualifications

• Experience with large procurements valued at $350M+
• Experience with oral presentation talk tracks
• Ability to coach and train others for continuous improvement
• 8 years of experience in a competitive Federal proposal environment

Salary Range:

$100k-$230k
