Job summary

The City of Fort Worth Police Department – Property Room is seeking a Sr. Property Control Specialist to manage the evidentiary chain of custody and the handling of all impounded property. The role reports to the Property Control Supervisor and undertakes a variety of technical duties to support city operations.

Qualifications include a High School Diploma or GED and at least three years of property control or evidence maintenance. CJIS background check, drug screen and polygraph are required.

Responsibilities

  • Plans, directs and participates in receiving, storing, maintaining, releasing, and keeping records for all evidence and property.
  • Trains assigned employees and ensures integrity of chain of custody in accordance with laws and policies.
  • Monitors quality and efficiency of city services and pursues continuous improvement.

A Sr. Property Control Specialist position is available with The City of Fort Worth Police Department – Property Room. This position will contribute to the City’s strategic goals, mission and vision by variety of technical duties involved in maintaining the evidentiary chain of custody on criminal evidence and management of all impounded property. Performs a variety of technical tasks relative to assigned areas of responsibility. This position will report to the Property Control Supervisor.

Minimum Qualifications:
  • High School Diploma or GED certification;
  • PLUS three (3) years of responsible property control and/or evidence maintenance experience.
  • Must pass Drug Screen, Polygraph, a Criminal Justice Information Systems (CJIS) fingerprint-based background check
Preferred Qualifications:
  • One (1) or more years of increasingly responsible supervisory or management experience
  • Proficiency in Microsoft Office Suite (Word, Excel)
  • Extensive public contact customer service skills
  • Experience working with property inventory and inspection
  • Warehouse and inventory experienceExperience working in law enforcement
  • Knowledge of Texas Penal Code and Code of Criminal Procedures
The Sr Property Control Specialist job responsibilities include:
  • Leads, plans, trains, reviews and evaluates the work of employees responsible for performing a variety of technical duties involved in maintaining custody of a wide variety of confiscated property, evidence, and vehicles
  • Plans, directs and participates in receiving, storing, maintaining, releasing, and keeping records for all evidence and the property seized and secured by the City of Fort Worth
  • Trains assigned employees in their areas of work and ensures the integrity of and the chain of custody of all seized property and evidence is maintained in accordance with state laws, City ordinances, and departmental policies and procedures
  • Monitors and evaluates quality, responsiveness, efficiency and effectiveness of assigned city service programs, service delivery methods and procedures. Works with employees on the continuous improvement of city services
  • When assigned to the Property Control Unit/Auto Pound, testifies on the disposition of evidence when necessary; returns property to owners as required, disposes of property in a prescribed manner
  • Verifies the work of assigned employees for accuracy, proper work methods, techniques and compliance with applicable standards and specifications
  • Collects, produces and maintains written documents; develops and reviews written reports and statistical data; maintains computer records on the disposition of evidence and other impounded property; sorts, separates, and arranges files and distributes incoming invoices and paperwork
  • Determines final disposition of property. Prepares appropriate paperwork for disposal. Removes property from storage location and prepares for auctioning or disposal of property
  • Prepares analytical and statistical reports on operations and activities
  • Ensures adherence to safe work practices and procedures
  • Estimates time, materials and equipment required for jobs assigned; requisition materials as required
  • Inspects impounded property and tracks owner researching computer databases for stolen property
  • Performs other related duties as required
  • Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures. Ensures all behaviors comply with the City’s Personnel Rules and Regulations
Working Conditions and Physical Demands

Depending on assignment, positions in this class typically require touching, talking, hearing, seeing, grasping, standing, stooping, kneeling, crouching, reaching, walking, repetitive motions, climbing, balancing, pushing, pulling and lifting; depending on assignment. Incumbents may be exposed to moving mechanical parts, odors, dusts, poor ventilation, chemicals, oils, extreme temperatures, inadequate lighting, intense noises, gases and workspace restrictions.

Medium work – Depending on assignment, positions in this class typically exert up to 50 pounds of force occasionally, up to 20 pounds of force frequently, and/or up to 20 pounds of force constantly having to move objects.

Criminal Justice Information Systems (CJIS) Background Check

Final candidates selected for hire in the Police Department will be subject to a fingerprint/criminal history background check and polygraph examination. Applicants must not have used marijuana during the previous two (2) years, nor illegally used any controlled substances within the last ten (10) years.

Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A Misdemeanor Conviction, Class B Misdemeanor Convictions in the last 10 years, Class A Misdemeanor Deferred Adjudication, Class B Misdemeanor Deferred Adjudication in the last 10 years, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and ALL Family Violence Convictions regardless of class.
