Overview
We are seeking a highly experienced Project Manager to serve as Key Personnel on the upcoming Medicaid and CHIP Payment and Access Commission (MACPAC) Indefinite Delivery Indefinite Quantity (IDIQ) Contract. In this strategic leadership role, the Project Manager will be responsible for the successful execution and quality assurance of all task orders awarded under the 10-year contract.
The Project Manager will oversee the full lifecycle of each task order managing scope, schedule, budget, deliverables, and client satisfaction while ensuring compliance with MACPAC’s standards and objectives. This position requires strong project leadership, exceptional organizational skills, and in-depth knowledge of federal health policy, particularly Medicaid and CHIP.
Ideal candidates will bring proven experience managing federal contracts focused on research, policy analysis, and technical assistance, with a track record of delivering high-quality work for government clients in the health policy space.
Key Responsibilities
- Provide overall leadership, accountability, and strategic direction for INTECON’s performance under the MACPAC IDIQ contract.
- Serve as the primary point of contact with the MACPAC Contracting Officer (CO) and Contracting Officer’s Representative (COR) for all contract-level and task order matters.
- Oversee the execution, quality control, and compliance of all task orders, ensuring deliverables meet contractual requirements and MACPAC’s standards for accuracy, clarity, and policy relevance.
- Lead the development and management of project teams, staffing plans, and technical approaches for awarded task orders in collaboration with internal and subcontractor staff.
- Manage multidisciplinary teams—including policy analysts, data analysts, subject matter experts (SMEs), IT specialists, and administrative staff—ensuring alignment with project objectives and timelines.
- Develop and maintain project plans, budgets, schedules, and risk mitigation strategies; track and report progress to MACPAC and INTECON leadership.
- Support the preparation and review of task order proposals, including responses to MACPAC RFPs, transition-in/out plans, and Section 508 compliance strategies.
- Oversee subcontractor performance and foster collaboration to ensure seamless delivery of high-quality work products.
- Provide senior-level guidance to technical leads and contribute to briefings, progress reports, and client updates to maintain transparency and satisfaction.
Required Qualifications
- Bachelor’s degree in public policy, public administration, public health, business, economics, or related field is required.
- Master’s degree is preferred.
- Project Management Professional (PMP) certification or equivalent.
- 10+ years of progressive experience managing large, complex federal IDIQ or multi-project contracts.
- At least 5 years managing Medicaid, CHIP, or related federal/state health policy research, data analysis, or technical assistance projects.
- Demonstrated experience supervising multidisciplinary teams and managing subcontractors.
- Strong familiarity with federal contracting processes, IDIQ structures, and task order lifecycle management.
- Track record of successful client engagement, particularly with legislative or advisory bodies such as MACPAC.
- Experience managing quality assurance, contract compliance, and performance evaluation processes.
- Exceptional written and verbal communication skills.
- Strong leadership, negotiation, and interpersonal skills.
- Demonstrated ability to work collaboratively with federal clients and multidisciplinary teams.

- Medicaid and CHIP policy research

- Stakeholder engagement and policy communications
- Environmental scans, literature reviews, and federal health policy analysis
- Technical Skills:
- Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, SharePoint, Teams).
- Experience with project management tools (e.g., MS Project, Smartsheet, Asana).
- Working knowledge of Section 508 compliance requirements.
Preferred Qualifications
- Experience supporting MACPAC or similar Congressional advisory bodies.
- Familiarity with Medicaid data sources (e.g., T-MSIS, CMS MSIS) and federal health research practices.
