Job summary

The City of Albuquerque is seeking a seasoned project manager to manage, coordinate and supervise activities within the Median Maintenance Program, including contractual maintenance, design reviews, budgets and scheduling for multiple projects.

The role requires supervising staff and consultants, coordinating with other divisions and outside agencies, and ensuring contract compliance and timely project delivery with a focus on safety and quality.

Qualifications

• Five (5) years experience in construction management, landscape maintenance operations, landscape architecture and/or capital project management.
• To include two (2) years of direct supervisory experience.
• Possession of a valid New Mexico Driver's License or the ability to obtain by date of hire.
• Possession of a City Operator's Permit (COP) within six (6) months from date of hire.
• Possession of a New Mexico Pesticide Applicator License within six (6) months from date of hire.

Responsibilities

• Coordinate and supervise assigned activities within the Median Maintenance Program.
• Oversee contracts, budgets, scheduling and quality for multiple maintenance projects.
• Plan and review work plans, assign tasks, monitor progress and resolve issues.
• Coordinate with finance for billing and contract payments; ensure compliance.
• Represent the division at public meetings and City Council as needed.
• Develop status reports and monitor project costs and schedules.

Position Summary
Manage, coordinate and supervise assigned activities within the median maintenance program; perform a wide variety of professional project management duties for contractual median maintenance and renovation projects including professional and technical architectural or landscape architectural services and activities, fiscal planning, project planning, design, plan check, administration and compliance; supervise, train and participate in the work of staff and consultants responsible for performing a wide variety of multiple right of way maintenance projects; coordinate assigned activities with other divisions, departments and outside agencies.

Essential And Supplemental Functions
ESSENTIAL FUNCTIONS: (Essential functions may include, but are not limited to the functions listed below. Must be able to perform the essential functions of the job with or without a reasonable accommodation.

• Assume management and supervisory responsibility for coordinating the organization, staffing and operational activities for assigned projects within the Median Maintenance Program including contractual maintenance, fiscal planning, project planning, design, plan check, inspection, project budgets and scheduling for multiple maintenance projects; propose solutions to departmental problems.
• Coordinate and review the formulation and finalization of contracts as required in coordination with management, the Legal Department and contractor; oversee and administer approved contracts; ensure contract compliance.
• Plan, coordinate, assign, review and evaluate the work activities, products, methods and procedures of staff and consultants responsible for performing a wide variety of multiple professional and technical renovation and new development of capital projects.
• Coordinate and review the work plan for assigned activities and services; assign work activities and projects; monitor work flow; review and evaluate work products, methods and procedures; meet with staff to identify and resolve issues.
• Select, train, motivate and evaluate personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline.
• Recommend design consultants, negotiate contract agreements, review and approve design and construction documents and pay requests for consultants and contractors.
• Coordinate with finance staff to insure proper billing and collection of contractual monies; resolve contract payment disputes and confer with contractors, other divisions and City of Albuquerque agencies concerning contract payments and compliance.
• Represent the Division/Department/City at public meetings and City Council before boards and commissions and to other divisions, departments and agencies for assigned projects.
• Participate in identifying and resolving conflict and project related problems with solutions that result in resource savings (time, money, staff).
• Serve as a liaison for the Division/Department/City with other City departments, divisions, the public and outside agencies; coordinate, negotiate, resolve sensitive and controversial issues.
• Develop contracted maintenance project status reports and monitor maintenance schedules and costs and develop budget sheets.
• Respond and resolve difficult and sensitive citizen inquires and complaints related to assigned projects.
• Serve as project manager for assigned contractual maintenance and renovation projects.
• Participate in inspection services for assigned Solid Waste Department projects for contracted maintenance and warranties.
• Review and make recommendations on development plans, blue prints or architectural designs and specifications.

SUPPLEMENTAL FUNCTIONS:

• Attend and participate in professional training, group meetings, seminars and activities; stay abreast of new trends and innovations in the field of Landscape or related field.
• Perform other related duties and responsibilities as assigned.

Minimum Education, Experience And Additional RequirementsEducation and experience directly related to the minimum requirements below may be interchangeable on a year for year basisand Five (5) years experience in construction management, landscape maintenance operations, landscape architecture and/or capital project management.
To include two (2) years of direct supervisory experience.

Working ConditionsEnvironmental Office, field and construction environment; exposure to computer screens; occasional exposure to noise, dust, grease, smoke, fumes, gases, inclement weather conditions and work around heavy construction equipment.
Physical Essential and supplemental functions may require maintaining physical condition necessary for walking, standing or sitting for prolonged periods of time.
