Job description

Position Overview:

This position provides administrative and operational support to the Business Services Division within the Office of the County Engineer. The role supports division leadership and staff with contracts and procurement activities, administrative coordination, scheduling, correspondence, records management, and other day-to-day business needs. The ideal candidate is organized, dependable, and able to manage multiple priorities while handling sensitive and confidential information. This position requires strong communication skills, attention to detail, sound judgment, and the ability to work professionally with County staff, vendors, contractors, and other stakeholders.

Job Duties:
  • Provide administrative support to Business Services leadership and staff.
  • Assist with administrative activities related to contracts and procurement, including document preparation, routing, tracking, filing, and record maintenance.
  • Maintain and organize contract, procurement, and other division records and documentation.
  • Track deadlines, pending items, approvals, and other action items for the division.
  • Prepare and edit correspondence, reports, memoranda, agendas, and other documents.
  • Coordinate calendars, meetings, meeting materials, and follow-up items.
  • Assist with the preparation and tracking of Commissioners Court agenda items for assigned matters.
  • Coordinate and assist with special projects and assignments as needed.
  • Assist with new hire onboarding and other administrative needs within the division.
  • Coordinate space planning and space allocation for employees.
  • Maintain and coordinate office supply needs across assigned divisions and buildings.
  • Assist with budget-related administrative activities as assigned.
  • Communicate professionally with executive leadership, County departments, vendors, contractors, and other stakeholders.
  • Maintain confidentiality and appropriately handle sensitive information and records.
  • Perform other duties as assigned.

Education:
  • Associate Degree.
Experience:
  • Four (4) years of progressively responsible administrative experience supporting business operations, contracts, procurement, or executive leadership.
Knowledge, Skills, & Abilities (KSAs)
  • Excellent writing skills, including mastery of spelling and grammar.
  • Excellent customer service skills, including service to external and internal customers, as demonstrated by establishing a positive rapport.
  • Possesses strong organizational skills (able to multitask), good written presentation skills, excellent verbal and written communication skills, and is detail-oriented.
  • Advanced Microsoft Office skills, with the ability to become familiar with Universal Services-specific software.
  • Proficiency in collaboration and prioritization of duties. Mature, flexible, supportive, dependable, works both autonomously and cooperatively, and desires to undertake new and varied projects and responsibilities.
  • Diplomatic, trustworthy, creative, poised, and maintains confidentiality.
  • Possesses strong critical thinking skills.
Emergency Deployment & Continuity of Operations Requirement:

In accordance with Harris County’s Continuity of Operations Plan (COOP) Policy, this position is subject to emergency response and deployment protocols. The employee may be designated as supporting a Mission Essential Function (MEF) and must:

  • Participate in the classification of departmental staff based on MEF responsibilities.
  • Be available for temporary deployment to an alternative work location, role, or telework assignment during emergencies.
  • Confirm work assignments with their supervisor before reporting to any worksite during such events.
  • Remain flexible in assuming alternative duties as directed to support continuity of County operations.

Position Type and Typical Hours of Work:

Full-Time | Regular | 40 hours per week.

Subject to early mornings, late evenings, weekends, and holidays at times, depending upon the project or workload.

Salary

Commensurate experience, based on 26 pay periods.

Physical Demands and Environmental Exposure

Most assignments will be performed in an office, meeting, or operations command center environment, but some fieldwork may be required. Extended work hours may be required during the activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event).

This position requires bending, stooping, and lifting up to 25 lbs., frequent walking, standing, sitting, reaching, and ascending/descending stairs. The physical demands described here are representative of those an employee must meet to perform the essential functions of this job successfully.
