A Brief Overview

The Senior Program Manager is responsible for planning, implementing, and managing a comprehensive emergency management and business continuity program for Stanford Health Care. This role serves as a subject matter expert (SME) and provides advanced program management support to ensure organizational readiness, regulatory compliance, and effective response and recovery capabilities across hospitals, ambulatory clinics, and support operations. The Senior Program Manager leads complex initiatives with moderate to high scope, translating regulatory requirements, operational needs, and risk assessments into actionable plans, tools, and training programs. The role collaborates extensively with clinical, operational, and administrative stakeholders to strengthen preparedness and resilience while ensuring alignment with organizational priorities. This position demonstrates operational leadership, accountability for safety and regulatory compliance, and effective stakeholder engagement in a fast-paced, highly matrixed healthcare environment.

What You Will Do
  • Plan, coordinate, and execute emergency preparedness activities, including drills, exercises (tabletop, functional, and full-scale), and real-world incident response support across multiple sites.
  • Develop and implement emergency management and business continuity plans for hospitals, ambulatory locations, and administrative functions, ensuring alignment with regulatory requirements.
  • Translate regulatory guidance, hazard vulnerability assessments, and operational requirements into standardized procedures, response algorithms, and training tools.
  • Facilitate and support emergency management governance structures, including committees, workgroups, and subcommittees, ensuring follow-through on action items and program deliverables.
  • Collaborate with departmental leaders to conduct business impact analyses and develop continuity strategies that reduce operational disruptions and improve recovery timelines.
  • Design and deliver training programs and educational materials for staff and leadership to improve emergency preparedness and response capabilities.
  • Analyze program performance metrics and after-action reports to identify gaps, recommend improvements, and support continuous improvement initiatives.
  • Maintain and standardize OEM policies, procedures, documentation, and reporting processes to ensure consistency and compliance.
  • Interpret facility infrastructure data (e.g., floor plans, hazard maps) to support site-specific emergency planning and response strategies.
  • Provide guidance and support during incidents, exercises, and activations, including participation in debriefs and implementation of corrective actions.
  • Collaborate with internal stakeholders and external partners (e.g., local agencies, healthcare coalition partners) to strengthen coordinated response efforts.
  • Support leadership reporting through preparation of dashboards, summaries, and program updates.
  • Ensure adherence to safety standards, regulatory requirements, and organizational policies across all program activities.
  • This position may require on-call availability during non-standard hours, including nights, weekends, and holidays, to meet business needs and respond to emergencies as necessary.
Education Qualifications
  • Bachelor's degree from an accredited college or university required
  • Master's degree in Emergency Management, Public Health, Healthcare Administration, or related
  • Relevant experience in lieu of degree may be considered and is in addition to the experience requirements for this position
Experience Qualifications
  • Minimum of seven (7) years of progressively responsible and directly related experience in emergency management, business continuity, healthcare operations, or a related field
  • Experience leading complex programs or projects across multiple departments or sites preferred
  • Completion of FEMA Independent Study Courses within 30 days of hire required:
  • IS-100: Introduction to the Incident Command System (ICS 100)
  • IS-200: Basic Incident Command System for Initial Response (ICS 200)
  • IS-700: National Incident Management System (NIMS)
Required Knowledge, Skills And Abilities
  • Advanced knowledge of emergency management principles, business continuity planning, and regulatory requirements in healthcare or similar environments.
  • Demonstrated ability to manage complex programs and projects with cross-functional stakeholders.
  • Strong analytical and problem-solving skills, with the ability to evaluate data and implement practical solutions.
  • Ability to communicate complex information clearly and effectively to a variety of stakeholders, including leadership and frontline staff.
  • Proven ability to build collaborative relationships and influence outcomes without direct authority.
  • Ability to prioritize and manage multiple initiatives in a dynamic and fast-paced environment.
  • Strong organizational skills and attention to detail in managing documentation, reporting, and compliance standards.
  • Proven ability to operate effectively in a fast-paced environment with multiple competing deadlines, shifting priorities, and large-scale operational demands.
  • Demonstrated ability to leverage emerging technologies (including AI-enabled productivity tools, workflow automation, analytics platforms, and decision-support tools).
  • Ability to be available to report for duty on a 24-hour-a-day basis when needed.
Licenses and Certifications
  • CADL - California Drivers License - Valid And In State .
  • HAM - Ham Radio Operator License within 60 Days

Base Pay Scale: Generally starting at $70.52 - $93.43 per hour
