Job summary

Northrop Grumman is seeking a Senior Principal Operations Project Manager at our Elkton, MD facility. The role emphasizes leadership in program management, manufacturing interfaces, and change-driven improvements in a fast-paced environment.

The OPM will coordinate across PMO, manufacturing, testing, MA, SCM, engineering, and shipping; mentor junior staff; and support proposals, BOMs, and continuous improvement. Must be U.S. citizen with ability to obtain DoD Secret clearance.

Qualifications

  • High school diploma or GED with 12+ years PM experience, or a BA/BS with 8+ years, or a Master’s with 6+ years.
  • Experience in leadership and project management.
  • Ability to obtain/maintain DoD Secret clearance; US citizenship required.
  • Experience with Costpoint, SAP or other ERP systems and MS Office including Excel, Word, Project, PowerPoint.

Responsibilities

  • Interface day-to-day between PMO, Manufacturing, Testing, Scheduling, MA, SCM, Engineering and Shipping.
  • Coordinate multiple OPMs to ensure cost/schedule across programs.
  • Provide direction and mentorship to junior OPMs.
  • Facilitate internal meetings to support production, testing and issue resolution.
  • Ensure successful execution of the program’s manufacturing scope per the SOW.
  • Lead manufacturing planning and readiness efforts.
  • Act as focal point for manufacturing input into proposals to capture new business.
  • Support BOM development on development programs.
  • Support continuous improvement by identifying opportunities and executing plans.
  • Communicate manufacturing metrics to the PMO.
  • Act as CAM for manufacturing on a program.
  • Support program closeout and hardware disposition.

The Northrop Grumman Defense Systems Sector PS&C Facility - located in Elkton, MD - has an immediate need for an Operations Project Manager (OPM). The OPM must be a self-starter, self-motivated individual who can work in a fast-paced environment.

Elkton, Maryland is located on the Upper Chesapeake Bay, midway between Philadelphia and Baltimore. Primary job responsibilities of a Senior Principal OPM include:
  • Managing and maintaining the day-to-day interfaces and communications between the assigned Program Management Office (PMO), Manufacturing, Testing, Manufacturing Planning & Scheduling, Mission Assurance (MA), Supply Chain (SCM), Engineering, and Shipping
  • Coordinating efforts of multiple OPMs to ensure manufacturing deliverables are on track for cost and schedule across multiple programs or on a large complex program requiring extensive resource coordination
  • Provide direction and mentorship of junior OPMs
  • Facilitating internal meetings in a way to support production, testing, and problem resolutions in support of program needs
  • Responsible for the successful execution of the operations/manufacturing scope of the program’s statement of work (SOW), achieving targeted cost and schedule requirements
  • Lead manufacturing planning and readiness efforts
  • Act as the focal point for manufacturing input into proposals to capture new business
  • Support bill of material (BOM) development on development programs
  • Support continuous improvement by identifying opportunities and executing improvement plans
  • Communicate relevant manufacturing metrics to the PMO
  • Act as Cost Account Manager (CAM) for manufacturing on a program
  • Program closeout support and hardware disposition

This is an individual contributor role and not a manager role.

Basic Qualifications for a Level 4 – Senior Principal OPM:
  • This position emphasizes skills and experience. Will consider high school diploma or equivalent (GED) with at least 12 years of project management relevant experience, bachelor’s degree and 8 years of relevant work experience or 6 years of relevant work experience with a master’s degree
  • The candidate must have experience in leadership and project management
  • Ability to obtain and maintain a DoD U.S. Secret Clearance per business requirements (US citizenship required)
  • Experience with Costpoint, SAP or other Enterprise Resource Planning (ERP) system and MS Office applications including Excel, Word, Project, and Power Point
Preferred Qualifications:
  • Master’s degree in Engineering or Business Management
  • Experience with cost, schedule, project leadership, and/or process improvement
  • Manufacturing or Engineering experience
  • Experience with bases of estimates, shop order creation, and Earned Value Management Systems (EVMS)
  • Active DoD U.S. Secret clearance

Primary Level Salary Range: $135,800.00 - $203,600.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate’s experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
