Job summary

RTX's Electronics Warfare Systems group in McKinney, TX seeks a Program Chief Engineer to lead engineering execution for a major program across multiple disciplines. You will oversee technical, schedule, and cost performance and serve as the primary technical contact with the customer. Required is a STEM degree with 10+ years of relevant experience, plus expertise in airborne EW, RF arrays, and IPT leadership.

A Secret clearance and U.S. citizenship are required.

Qualifications

Raytheon's Electronic Warfare Systems (EWS) is seeking a motivated, Program Chief Engineer (PCE), for their Electronic Warfare Systems (EWS) / Advanced Systems product line. The Program Chief Engineer is responsible for engineering cost, schedule, and technical execution of the program within the Advanced Systems product line. The Chief Engineer reports to the Advanced Systems Program Area Chief Engineer (PACE) and oversees the IPT Leads and engineering leadership on the program. This individual will lead a product team through the system and project lifecycles, which includes technology maturation, development, verification, production, and sustainment. The Chief Engineer will be the technical focal point of the program to the customer, functional organizations, and leadership. This role will also provide technical oversight and guidance to external vendors to ensure requirements and schedule compliance along with providing leadership and guidance to the test architect and lead systems engineer. This position is an onsite role in McKinney, TX.

This position requires a security clearance.

DCSA Consolidated Adjudication Services (DCSA), an agency of the Department of Defense, handles and adjudicates the security clearance process.

What You Will Do

Perform as the Program Chief Engineer who is the single engineering leadership point of contact and is responsible for the engineering execution of an entire program, overseeing all technical, schedule, and financial aspects.

Help establish and manage a program vision, strategy, and goals to align the Program with Customer expectations / requirements.

Perform as the primary technical POC with customer senior technical counterparts.

Manage all engineering related activities across the Program to ensure that the overall system design meets the required performance within the project constraints (cost and schedule), and production efforts execute as planned.

Partner with Engineering Discipline leaders to define the engineering skills required for successful program execution.

Ensure technical integrity and engineering execution across all IPTs, CPTs, and disciplines within the Program.

Lead Technical risk and opportunity management for the Program.

Establish and guide the Digital Engineering / Model-Based strategy for the product / program.

Lead across a highly multi-disciplinary team, requiring experience across all design engineering disciplines, technical supplier management, business development, and program leadership.

Travel as needed to support Program / Customer (~10%).

Qualifications

You Must Have

Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of 10 years of prior relevant experience.

Experience in airborne and electronic warfare systems design, use-case development, operational analysis, integration/test and/or system qualification.

Experience in RF arrays.

Experience as a Lead Design Engineer, Lead Systems Engineer, Integrated Product Team Lead, Cross Product Team lead, or other, related Engineering Lead.

The ability to obtain and maintain a Secret U.S. government issued security clearance is required after start, with the ability to obtain special program access after start.

U.S. Citizenship is required as only U.S. Citizens are eligible for a security clearance.

We Prefer

Advanced degree in STEM.

Experience in factory establishment, production experience, and ability to facilitate and coordinate activities across multiple facilities and locations.

Systems Architecture experience.

Experience with capture effort coordination and developing proposals to obtain funding, spanning technical proposal development, work breakdown structures and cost estimation.

Ability to communicate effectively with senior leadership, other engineering disciplines and external customers / stakeholders.
