Job summary

The Epilepsy Foundation is seeking a Senior Manager of Contracts and Procurement to lead regulatory compliance, contract development, and grant-administration for federally and state-funded programs.

The role partners with Legal, Finance, Programs, Development, and other teams to mitigate risk, ensure reporting accuracy, and improve procurement processes across the organization.

Qualifications

  • Bachelor's degree in Law, Public Administration, Business Administration, Finance, or a related field required.
  • Minimum of 8-10 years of progressive experience in contract management and procurement, including at least 5 years supporting federal and state grant compliance within a nonprofit, government, or government-funded environment.
  • In-depth knowledge of FFATA, 2 CFR Part 200 (Uniform Guidance), federal procurement requirements, cost principles, and state charitable registration requirements.
  • Demonstrated experience managing complex grant-related contracts, subrecipient agreements, cooperative agreements, subcontracts, and vendor relationships.
  • Strong contract drafting, review, negotiation, and risk assessment skills.
  • Demonstrated knowledge of procurement regulations, internal controls, audit readiness, and compliance requirements applicable to nonprofits and federal grantees.
  • Experience supporting organizational audits, including Uniform Guidance Audits.
  • Strong analytical, organizational, problem-solving, and project management skills.
  • Ability to interpret complex regulatory and contractual requirements and communicate them clearly to internal stakeholders.

Responsibilities

  • Execute and oversee the end-to-end contracts and procurement function with a focus on regulatory compliance for federally and state-funded grants.
  • Ensure organizational adherence to federal grant requirements, including FFATA reporting and Uniform Guidance (2 CFR Part 200).
  • Lead the review, drafting, negotiation, and administration of contracts, MOUs, subrecipient agreements, cooperative agreements, and vendor contracts.
  • Coordinate state charitable solicitation registrations, renewals, and related compliance requirements across applicable jurisdictions.
  • Develop and maintain procurement and contracting policies aligned with nonprofit best practices and regulatory requirements.
  • Monitor and report on compliance with funder-specific procurement requirements and reporting obligations.
  • Serve as the subject matter expert on grant-related procurement and contracting obligations.
  • Collaborate with Legal, Finance, Programs, Development, and other stakeholders to align activities with goals and deliverables.
  • Manage vendor, subcontractor, and subrecipient due diligence, obligations, compliance, and performance.
  • Support organizational audits, including Uniform Guidance Audit, through proper documentation.
  • Provide training and guidance on procurement compliance and contracting procedures.
  • Identify and mitigate contractual, procurement, and compliance risks with strong internal controls.
  • Identify opportunities to strengthen contracting and procurement processes and improve efficiency.

Position Summary

The Epilepsy Foundation is seeking a detail-oriented and strategic Senior Manager of Contracts and Procurement with deep experience in government grant compliance, contract negotiation, procurement, and regulatory reporting within the nonprofit sector.


This role is responsible for overseeing the organization’s contracts and procurement functions while ensuring compliance with federal, state, and local requirements, including the Federal Funding Accountability and Transparency Act (FFATA), Uniform Guidance (2 CFR Part 200), and applicable state charitable registration requirements.


The ideal candidate will have demonstrated experience navigating complex regulatory requirements, managing high-stakes contracts and agreements, and partnering across departments to mitigate organizational risk and ensure compliance. This position will serve as a key subject matter expert on grant-related procurement, contracting, and regulatory obligations while supporting the Foundation’s mission and organizational priorities.


Essential Duties and Responsibilities:


  • Contracts & Procurement Management: Execute and oversee the end-to-end contracts and procurement function, with a strong focus on regulatory compliance for federally and state-funded grants.

  • Federal Grant Compliance: Ensure organizational adherence to federal grant requirements, including FFATA reporting, Uniform Guidance (2 CFR Part 200), cost principles, procurement standards, and other applicable requirements.

  • Contract Development & Negotiation: Lead the review, drafting, negotiation, and administration of contracts, memoranda of understanding (MOUs), subrecipient agreements, cooperative agreements, and vendor contracts.

  • Charitable Registration Compliance: Coordinate state charitable solicitation registrations, renewals, and related compliance requirements across applicable jurisdictions.

  • Policies & Procedures: Develop, implement, maintain, and continuously improve procurement and contracting policies and procedures that align with nonprofit best practices and regulatory requirements.

  • Grant & Funder Requirements: Monitor and report on compliance with funder-specific procurement requirements, contractual obligations, and reporting requirements.

  • Subject Matter Expertise: Serve as the organization’s subject matter expert on grant-related procurement, contracting requirements, and regulatory obligations.

  • Cross-Functional Partnership: Partner closely with Legal, Finance, Programs, Development, and other internal stakeholders to align procurement and contracting activities with organizational goals, grant requirements, and deliverables.

  • Vendor & Subcontractor Management: Manage supplier, vendor, subcontractor, and subrecipient due diligence, contractual obligations, compliance requirements, and performance.

  • Audit Support: Play an integral role in organizational audits, including the annual Uniform Guidance Audit, by ensuring appropriate procurement and contracting documentation and compliance.

  • Training & Guidance: Develop and provide training and guidance to internal stakeholders on procurement compliance, contracting procedures, ethics, and federal and state funding requirements.

  • Risk Management: Identify and mitigate contractual, procurement, and compliance risks while ensuring appropriate documentation and internal controls.

  • Process Improvement: Identify opportunities to strengthen contracting and procurement processes, improve operational efficiency, and enhance organizational compliance.

Travel & Work Requirements:
