Job summary

Oceaneering seeks a senior compliance leader to align six government systems with DFARS adequacy and cost data for government contracting.

The role includes overseeing auditing, internal controls, and risk mitigation, while guiding policy governance and training across system owners and program managers.

Qualifications

  • Bachelor's degree in Accounting, Business, Supply Chain, Information Systems, or related field.
  • 5–10+ years of experience in government contracting, DFARS compliance, DCAA/DCMA audit support, or governance.
  • Deep knowledge of the Six Government Business Systems and DFARS 252.242‑7005.
  • Experience leading system audits, corrective action plans, and internal control programs.
  • Strong analytical, documentation, and cross‑functional communication skills.

Responsibilities

  • Accounting System Compliance — ensure the accounting system meets DFARS adequacy criteria and provides reliable cost data.
  • Estimating System Compliance — oversee cost/price proposal controls and Truthful Cost or Pricing Data compliance.
  • Purchasing System Compliance — monitor subcontract management, price analysis, and supplier oversight.
  • EVMS Compliance — support surveillance, control account integrity, baselines, and reporting accuracy.
  • MMAS Compliance — ensure material planning, inventory accuracy, and cost allocation.
  • Property Management System Compliance — oversee government property tracking and reporting.
  • Compliance Program Leadership — develop internal controls, lead audits, and training.

Compliance Program Leadership
  • Internal Control Development — Design and maintain internal controls aligned to DFARS adequacy criteria for each system.
  • Audit Management — Lead DCAA/DCMA audits, coordinate evidence, and manage corrective action plans.
  • Risk Assessments — Conduct system‑level risk analyses and implement mitigation strategies.
  • Policy & Procedure Governance — Maintain compliant, up‑to‑date policies for all six systems.
  • Training & Awareness — Deliver training to system owners, buyers, estimators, program managers, and property custodians.
  • Continuous Monitoring — Implement ongoing surveillance, control testing, and compliance dashboards.
Qualifications
Required Qualifications
  • Bachelor’s degree in Accounting, Business, Supply Chain, Information Systems, or related field.
  • 5–10+ years of experience in government contracting, DFARS compliance, DCAA/DCMA audit support, or business system governance.
  • Deep knowledge of the Six Government Business Systems and DFARS 252.242‑7005.
  • Experience leading system audits, corrective action plans, and internal control programs.
  • Strong analytical, documentation, and cross‑functional communication skills.
Preferred Qualifications
  • Master’s degree in a related field.
  • Experience with EVMS surveillance, MMAS audits, or CPSR preparation.
  • Familiarity with ERP systems (Costpoint, SAP, Oracle) supporting government compliance.
  • Experience working with DCAA, DCMA, or major defense contractors.
