Job summary

Hill International Inc. is seeking an experienced cost controls professional in Southern California for a hybrid role in Pomona. You will develop budgets, forecasts, and expenditure plans, and support portfolio reporting across major multi-year projects.

Required are 7+ years in cost controls, proficiency with SAP and Power BI, and a 4-year finance/Accounting/Math background. Local candidates only; knowledge of scheduling tools is a plus.

Qualifications

  • 4-year college degree or equivalent with preferred Finance/Accounting/Math background.
  • 7+ years' cost controls/management experience.
  • Experience in Project Controls/Management or Construction Management.
  • Proficiency in Microsoft Office and SAP; Power BI required.

Responsibilities

  • Develop and maintain project budgets, baselines, and expenditure plans.
  • Prepare budget forecasts and spending plans by jurisdiction, asset types, cost drivers, and funding sources.
  • Conduct detailed cost control research and data analysis (costs, actuals, commitments, contingency, EV).
  • Present results, alternatives, and recommendations to support business decisions and mitigate risks.
  • Support project portfolio implementation, analysis, and reporting.
  • Collaborate with stakeholders to document scope and costs using estimating, cost management, and scheduling tools.
  • Work with project managers and other stakeholders in a matrixed organization; communicate effectively and maintain professional relationships.

Job description

Job responsibilities
  • Develop and maintain project budgets/baseline and expenditure plans for assigned major and/or multi-year project(s) and/or programs.
  • Develop the aggregation, reconciliation, and update to the budget(s), forecast(s) and spending plan(s) according to jurisdiction splits, asset types, cost drivers, and funding sources.
  • Perform detailed research, updates, and data gathering/analysis in areas of cost controls (e.g. budget, actual, commitment, contingency, earned value, cost per unit, cost impact analysis).
  • Prepare and present results, alternatives, and/or recommendations to support business decisions, to manage project costs and schedules, and to mitigate potential risks to major and/or multi-year project(s) and/or programs.
  • Support the implementation, analysis, and reporting of the project portfolio.
  • Collaborate with stakeholders and utilize applicable estimating, cost management, and/or scheduling knowledge, techniques, and tools to document scope and cost.
  • Collaborate with and obtain data/information from various project stakeholders (e.g. project managers, functional managers, discipline leads, and team members) in a matrixed organizational structure.
  • Ability to communicate effectively, maintain positive working relationships, and exercise tact and diplomacy in dealing with multiple parties.
Qualifications and experience
  • A combination of education, training, and experience, generally equivalent to those typically possessed by a 4‑year college graduate. Preferred Finance, Accounting, or Mathematical background.
  • 7+ years' experience in cost controls/management.
  • Demonstrated experience in Project Management, Project Controls, and/or Construction Management, or equivalent experience required.
  • Experience using Microsoft software (e.g. Word, Excel, PowerPoint, and Visio) and SAP or similar Enterprise Resource Solutions application. Power BI experience required.
  • Utility construction experience preferred.
  • Must be local to Southern California, hybrid role in Pomona, CA.
Salary and benefits

The salary range for this position is $110,000-$130,000. The offered salary will be based on the applicant's qualifications, education, experience and work location.
