Job Summary:

• Assist in developing and implementing requirements for cost recording, reporting, and analysis standards, programs, and reports.
• Help prepare cost data for projects, proposals, and contract negotiations.
• Manage scope changes effectively.
• Determine scope definition requirements for a discipline or specialty and coordinate with Engineering and other sources to produce necessary data according to the overall estimate plan.
• Create quantity takeoffs for disciplines or specialties using defined documents or assumptions, and verify quantities provided by others.
• Develop and apply unit rates (cost and hours) to quantity takeoffs and other developed quantities within a discipline or specialty.
• Prepare specific budgets following prescribed standards and procedures.
• Coordinate and prepare cost reports.
• Collect and classify cost engineering data.
• Perform data analysis and development.
• Perform other duties as directed by the Project Manager, Supervisor, or Manager.

Candidate must be a US Citizen. Required knowledge includes capital and services cost, scope change management, and intermediate understanding of engineering, procurement, contracts, construction, and startup processes. Proficiency in multiple discipline-specific software applications is necessary. The candidate should demonstrate skill in identifying, analyzing, and solving cost problems innovatively, with knowledge of financial reporting systems and controller account codes.

Qualifications include a Bachelor's degree in engineering, Construction Management, or a related field, with 7-10 years of relevant industry experience. Computer skills in Excel, Word, PowerPoint, and other basic software are essential. Excellent communication, leadership, and organizational skills are required. Cost engineering or project management certification is preferred, with eligibility to attain certification within one year if not already certified. Ability to travel occasionally to Wiesbaden, Germany, is also required.

Physical Requirements and Work Conditions:

• Work is typically performed in a remote office environment.
• Prolonged sitting and standing are common.
• Work may involve walking and climbing on construction sites.
• Occasional travel to Wiesbaden, Germany, as needed.
