The Commissioning Lead plays a pivotal role in driving the overall coordination, field execution, and technical management of project commissioning and start-up deliverables. Responsible for ensuring all equipment and systems are fully operational, safe, and reliable prior to handover, this position bridges the gap between construction and long-term operations. The role demands strong field coordination, strategic stakeholder management, and direct hands-on technical expertise to troubleshoot, calibrate, and validate complex equipment across liquid pipeline and gas transmission infrastructure.
Core Responsibilities
- Commissioning Planning & Strategy: Develop comprehensive commissioning and start-up execution plans, including resource allocation, budget management, cost estimates, and detailed schedules for both brownfield and greenfield pipeline assets.
- Field Execution & Hands-on Testing: Independently execute in-house commissioning activities for core projects, including hands-on wiring, configuration, calibration, startup, functional testing, and troubleshooting of PLCs, instrumentation, control panels, and communication systems.
- Outage & Turnover Management: Provide strategic planning oversight for outage management and oversee formal equipment handovers from Construction to Commissioning, and subsequently from Commissioning to Operations, ensuring rigorous deficiency tracking and detailed walkthroughs.
- Contractor & Field Oversight: Direct, coordinate, and supervise field commissioning activities executed by third-party specialized contractors and internal technical teams, ensuring work meets strict safety, quality, scope, and timeline parameters.
- Technical Resolution & Continuous Improvement: Analyze and resolve complex technical issues identified during the commissioning phase; provide expert technical input to update commissioning procedures, check sheets, and operating standards.
- Engineering Design Reviews: Participate actively in multi-disciplinary engineering design reviews (mechanical, process, electrical, and instrumentation) to embed commissioning requirements early in the project lifecycle.
- Safety & Regulatory Compliance: Enforce strict adherence to corporate and industry safety standards, including Permitting, Lock-Out/Tag-Out (LOTO), and Electrical Safety protocols across all job sites.
- Leadership & Stakeholder Alignment: Provide guidance, direction, and mentorship to Commissioning Coordinators and project team members while fostering collaborative relationships across project managers, construction teams, external contractors, and operations personnel.
Required Qualifications
- Education: Technical College Degree or Diploma in an engineering or technical discipline.
- Experience: Minimum of 10 years of technical experience in field commissioning, electrical, instrumentation, or mechanical systems execution.
- Field Expertise: Demonstrated hands‑on experience as a field technician or engineer with proven capability to independently execute self‑commissioning tasks using specialized field tools.
- Codes & Standards: Comprehensive technical and working knowledge of industry design and construction codes, including API, NEC, CEC, CSA Z662, and NFPA 11.
- Leadership & Interpersonal Skills: Proven ability to lead, influence, and coordinate diverse multi-disciplinary teams, contractors, and stakeholders across complex projects.
Preferred Qualifications
- Industry Experience: Direct prior commissioning experience within the oil and gas midstream, pipeline, or energy infrastructure sectors.
- Equipment Knowledge: Advanced hands‑on experience troubleshooting and commissioning both rotating and static equipment.
- Work Environment: Office-based with frequent travel to construction and field sites across the US pipeline network (approximately 20–30 days per quarter).
- Schedule Expectations: Position requires flexibility to accommodate project‑driven schedules, extended operational hours, and occasional evening/weekend response call‑outs (approximately 5–10 occurrences quarterly).
