Job summary

City of Garland seeks a licensed Professional Engineer to lead Capital Improvement/Public Works projects. You will oversee scoping, design reviews, bidding and construction administration for roadways, drainage and utility improvements.

The role requires coordinating with city departments, agencies, and consultants, reviewing plans for compliance, and communicating with residents. A BS in Civil Engineering (ABET) and PE license are required, with 7+ years of municipal project management

Qualifications

Responsibilities

• Manage CIP/Public Works and Drainage projects from inception to completion, including scoping, design contract negotiation, design reviews, bidding and construction administration.
• Prepare RFQ/SOQ and negotiate/manage contracts with consultants and outside agencies.
• Review engineering studies, reports, and construction plans for conformance with City standards and applicable requirements.
• Assist citizens with questions and concerns related to City infrastructure; provide recommendations.
• Coordinate with other City Departments, outside agencies and utility companies for project design and construction.
• Utilize and maintain PMIS with applicable project information; develop and monitor project scopes, costs, and schedules.
• Collaborate across staff and management to identify goals, expectations, and tasks; attend meetings and public events.

Job description

Summary

Responsible for managing, reviewing and approving the design of Capital Improvement/Public Works projects (CIP) to ensure compliance with the City of Garland code of ordinances, generally accepted engineering practices and techniques and other agency regulations. Engineering CIP’s focus mainly on roadways, drainage, water and wastewater improvements.

Responsible for representing the City Engineering Department by coordinating, negotiating and managing various projects with industry professionals, property owners, City Departments, Utility Companies, other governmental agencies and City Management.

Target Pay Range: $100,000 - $140,000 (Depending on qualifications and experience)

Essential Duties and Responsibilities

• Manage Capital Improvement/Public Works and Drainage projects from inception to completion, which includes scoping, design contract negotiation, design reviews, bidding and construction administration.
• Prepare Request for Qualifications (RFQ), evaluate Statement of Qualifications (SOQ), and negotiate/manage contracts and agreements with consultants and outside agencies.
• Review engineering studies, reports, and construction plans and documents for conformance with City standards and applicable requirements.
• Assist citizens with questions and concerns related to City infrastructure.
  • Provide recommendations to the City Floodplain Administrator.
• Coordinate with other City Departments, outside agencies and utility companies for the design and construction of various City projects.
• Utilize and maintain the Project Management Information System (PMIS) with applicable project information.
• Develop and monitor project scopes, costs, and schedules.
• Collaborates with staff and management across the organization and with outside third parties to clearly identify, explain and communicate their project involvement, project goals, expectations, objectives, policies, priorities, and tasks.
• Represents the Department and City by attending meetings, public events, and speaking engagements; attends staff meetings; schedules and coordinates project meetings and appointments.
• Communicate and respond to residents and outside agencies in regard to Public Works Projects.
• Other duties as assigned.

Minimum Qualifications

• Bachelor of Science in Civil Engineering from ABET accredited school.
• Licensed Professional Engineer - Civil.
• 7 years of experience in management of municipal roadway and drainage projects with a proven track record of successful completion of projects from initiation through design and construction.

Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Qualifications

Education/ Experience:

• Project Management Professional (PMP) Certification from Project Management Institute (PMI), or equivalent.

• Certified Flood Plain Manager (CFM)

• 7-10 years of experience in management of Capital Improvement/Public Works and Drainage Projects.

• Experience in Federal and State funding and process.

Knowledge, Skills & Abilities:

• Extensive knowledge of Civil Engineering principles, techniques, and practices.

• Knowledge of design principles of roadways (AASHTO) and drainage projects.

• Skill in hydrologic and hydraulic modeling software such as HEC-HMS, HEC-RAS, XPSWMM, FlowMaster, CulvertMaster software and AutoCAD.

• Knowledge of federal, state and local land development regulations

• Skill in Microsoft Office (Word, Excel, PowerPoint and Access)

• Skill in Bluebeam review sessions.

• Skill in Project Management Software (ie. Microsoft Project or similar)

• Ability to communicate written and orally in English.

• Ability to read plats, land records and other documentation.

• Valid Class C Texas driver's license
