Chicago Bridge & Iron Company (CB&I) is seeking a Sr Buyer in The Woodlands, TX to source commodities and services, evaluate bids, and negotiate contracts, interfacing with Engineering, Operations and Estimating to ensure timely procurement. The ideal candidate will have 5–10 years EPC experience, a Bachelor’s degree in a related field, and proficiency with ERP systems (JDE-E1) plus Excel/Access.

You’ll lead purchasing activities, mentor staff, and drive continuous improvement across procurement

Qualifications

  • 5–10 years of relevant EPC industry experience.
  • BA/BS degree in Supply Chain, Business, Engineering, Construction Management or related field.
  • Knowledge of ERP systems; JDE-E1 experience preferred.
  • Intermediate Excel and Access skills.
  • Understanding of full procurement lifecycle.

Responsibilities

  • Identify sources of commodities and services and evaluate bids.
  • Prepare contract documents and bidders list; qualify new bidders.
  • Distribute requests for quotation and negotiate terms.
  • Purchase materials and services within the estimate and schedule.
  • Lead bid evaluations and issue purchase orders for complex packages.
  • Mentor junior staff and represent department in cross-functional meetings.

Overview

The Sr Buyer is responsible for identifying varied sources of commodities and services, evaluate bids, awards contracts and purchase orders, maintains contact with vendors, and maintains comprehensive descriptions of available products and current prices of CB&I Storage Solutions' products and services. This role directly reports to the Manager, Supply Chain Management and routinely interacts with Engineering, Operations and Estimating.

Responsibilities
  • Proactively embraces and promotes the company's HSE requirements and culture
  • Prepares contract documents and bidders list, proactively seeks out and qualifies new potential bidders.
  • Assembles and distributes requests for quotation from vendors.
  • Responsible for purchase of material and services at or below estimate using procurement processes while maintaining consistency with schedule requirements.
  • Perform bid evaluations and issue purchase orders for complex type packages or commodities
  • Negotiate complex or large dollar value purchase orders for regional and/or international purchases
  • Assists with the evaluation, award and conforming process.
  • Able to resolve large claim or dispute events with vendors.
  • May be responsible for soliciting budgetary pricing for equipment, material, or labor to support estimating/proposal efforts for a non-major project or projects.
  • Represents the department in meetings with other functions/management.
  • Provides leadership training and guidance for junior staff.
  • May function as lead buyer for a project.
  • Proactively recommends, supports, and implements improvements to tools, systems and software to improve efficiency and maximize autonomy.

Local Requirements

Robust understanding of full procurement life cycle – from Pre-contract efforts (bidding work), to buying, expediting, logistics, review of and troubleshooting invoices, cost codes, DLOA, forecasting material costs and man hours, to assisting other functions with close-outs of project.

Familiarity with following a process and procedure for onboarding new suppliers (distributors and manufacturers and knowing the difference).

Knowledge of and ability to rapidly complete various required forms within supply chain with limited to no oversight including but not limited to Change Management (IE: AFA’s, Add-Change Vendor, etc.), Commercial Bid Analysis, Project Summary Page, Credit Application, etc.

General to Expert on Government funded projects and Source Restrictions (IE: AISA, BABA)

Qualifications
  • Typically 5-10 Years of relevant work experience.
  • EPC Industry experience is preferred.
  • BA or BS degree in Supply Chain, Business, Technical / Engineering, Construction Management or related field (preferred).
  • Knowledge of ERP systems, JDE-E1 preferred
  • Intermediate Level Excel and Access
