Systems Planning and Analysis, Inc. (SPA) delivers high-impact technical solutions to national security issues and supports DHS CBP in Ashburn, VA with a hybrid work schedule. We seek a Sr.

Acquisition Program Management Analyst to lead acquisition governance, review plans, and perform program analysis for CBP programs, reporting to senior leadership. This role requires a U.S. citizen with a Bachelor’s degree and 10+ years of experience, plus knowledge of DHS/DoD guidelines and proficiency in MS

Qualifications

  • U.S. citizen with the ability to obtain and retain a CBP Background Investigation.
  • Bachelor's degree and 10+ years of experience.
  • Knowledge of the program management field and acquisition management, including understanding of the DHS Management Directive 102-01 and its supporting guides, DoD 5000, PM Institute guides, and/or Fed Acquisition Institute guidelines.
  • Proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and SharePoint.

Responsibilities

  • Serve CBP Major Acquisition program managers to support and adhere to acquisition policy, and conduct oversight and governance on CBP Acquisition Programs and related efforts by providing advice and guidance on the acquisition process.
  • Review acquisition documents and plans, and develop analysis on how well the programs are planned and are executing.
  • Assist government personnel with preparing correspondence, briefings to programs and senior leaders, and tracking actions.
  • Assist with development, implementation, management, and improvement of performance metrics around acquisition governance and policy.
  • Support other acquisition analysis, strategic planning, and administrative or technical support.
  • Assist in the central coordination for performance measures, planning, metrics reports, and analysis on CBP programs and activities.
  • Manage, facilitate, edit, and approve the completion of Requests for Information from Congress, Reports and Letters to Congress, and audits from the Government oversight organizations.

In partnership with the Joint, Office of the Secretary of Defense, Interagency Division (JOID) and the Critical Infrastructure Group (CIG), SPA provides high-quality modeling, simulation, software, and analytical products to national security clients such as the Department of Homeland Security (DHS), Health and Human Services (HHS), and the Federal Aviation Administration (FAA). Our staff brings technical and operational expertise in countering weapons of mass destruction, critical infrastructure protection, emergency response, nuclear non‑proliferation, weapons deployment programs, and transportation safety.

We have a near‑term need for a Sr. Acquisition Program Management Analyst to provide support to DHS Customs and Border Protection (CBP) customers located in Ashburn, VA. This position allows for a hybrid work schedule.

Pay Range Information

Our total compensation package includes competitive base pay and variable compensation opportunities, health insurance, flexible spending accounts, health savings accounts, retirement savings plans, life and disability insurance, and paid and unpaid leave programs.

VA Pay Transparency Salary range: $135,000 – $175,000 per year.
