Job summary

Systems Planning and Analysis, Inc. (SPA) invites applications for a Technical Management Analyst to support SE and T&E programs for DHS.

The primary duty is to create clear, accurate technical documentation for both technical and non-technical audiences, with the SPA HQ in Alexandria, VA and travel to VA/DC sites. Ideal candidates have a bachelor’s degree with 3+ years of related experience, strong writing and editing skills, proficiency in Microsoft Office, and an active DHS

The Joint, Office of the Secretary of War, Interagency Division (JOID) provides expert support services to a range of customers spanning the Department of Defense, Federal Civilian, and international markets. JOID offers a diverse portfolio of analytical and programmatic capabilities that help customers make informed decisions on their most challenging issues.

The Critical Infrastructure Group (CIG) within JOID supports customers with missions in national security, including the Department of Homeland Security (DHS), Health and Human Services (HHS), and the Federal Aviation Administration (FAA). The group brings technical and operational expertise in countering weapons of mass destruction, critical infrastructure protection, emergency response, and transportation safety.

We have a future need for a Technical Management Analyst to assist with systems engineering (SE) and testing and evaluation (T&E) programs for DHS. The primary place of performance will be SPA Headquarters in Alexandria, VA, with regular visits to customer sites in VA and DC.

Responsibilities

The Technical Management Analyst will focus on creating clear, accurate technical documentation and communications. This involves researching and analyzing complex technical information, using correct terminology, and translating it into readable content for both technical and non‑technical audiences. The role includes:

• Organizing and writing material to defined standards of clarity and style.
• Selecting and integrating visuals such as photos, diagrams, and charts.
• Producing a wide range of materials, including user manuals, training guides, installation guides, white papers, reports, and online content (including social media).
• Editing and reviewing documents for technical accuracy and regulatory compliance, following storyboards or specifications.
• Supporting content creation and management on web and network platforms.

Required Qualifications

• Bachelor’s degree with 3+ years of relevant experience.
• Proven ability to communicate effectively, both in written and verbal formats, with diverse stakeholders.
• Strong organizational skills and attention to detail, with a demonstrated ability to manage multiple priorities independently.
• Proficiency in Microsoft Office tools (Excel, PowerPoint, Word).
• Active Secret clearance with ability to obtain DHS Suitability.

Desired Qualifications

• DHS Systems Engineering Level 1, DAWIA Engineering and Technical Management Foundational Level 1, and/or ASEP (Associate Systems Engineering Professional) from INCOSE.
• Experience in providing assistance to program planning and oversight, exercise, development, execution and evaluation; system level analysis; system integration support inclusive of understanding of threats and vulnerability; technical assessment & evaluation to support and complement the Government’s technical experts.
• Prior experience supporting DHS programs.
• Active DHS Suitability.
