Job summary

Summary: The Spectrum Management Support Analyst provides technical expertise and operational support for electromagnetic spectrum management activities across Air Combat Command (ACC). This role ensures effective coordination, certification, and allocation of radio frequencies to support Air Force missions, including Civil Air Patrol (CAP), joint exercises, and international operations.

Working under ACC A6 IDS, the analyst will manage spectrum requirements using specialized tools like Spectrum XXI, support installation spectrum managers, and contribute to strategic planning and compliance with national and international regulations. The position requires deep knowledge of RF systems, spectrum certification processes, and DoD communications standards.

Responsibilities & Objectives of this Role
  • The candidate will reduce the backlog of 5-year reviews and of overdue ACC frequency assignments; making sure all 5-yr reviews are completed 6 months prior to review date.
  • Manages frequency spectrum in support of ACC operations within the CONUS, US possessions, contiguous and other international host nations IAW DAFI 17-220, ACP-190 and Manual of Regulations & Procedures for Federal Radio Frequency Management (National Telecommunication & Information Administration-NTIA).
  • Provides training to Installation Spectrum Managers via phone through quarterly DCO sessions using a formal training structure and one week training classes.
  • Develops and coordinates spectrum related reports, assessments, and briefings for the Spectrum Management Branch Chief and their staff.
  • Identifies programmatic and technical requirements for obtaining frequency assignments.
  • Uses Spectrum XXI to manage spectrum requirements.
  • Analyzes plans to ensure spectrum supportability.
  • Provides spectrum support for ACC exercises to include submitting spectrum exercise packages to the Air Force Spectrum Management Office; works directly with A3O7.
  • Assists ACC organizations in the identification, collection, organization and submission of critical spectrum-related technical information to obtain frequency supportability.
  • Evaluates equipment frequency allocation applications using the Joint Spectrum Data Repository (JSDR), GEMSIS analysis tools and other RF analysis systems to determine the degree of compliance with the national and international tables of allocation and with the National Telecommunications and Information Administration (NTIA), DoD, and other applicable standards for Communications-Electronics (C-E) devices.
  • Analyzes, evaluates, and assists in resolving electromagnetic interference from reports filed in the Joint Spectrum Interference Resolution- Online (JSIRO) website IAW procedures outline in AFI 17-221.
Knowledge, Skills, Abilities and Competencies
  • Five (5) years’ experience in Spectrum Management. Candidate’s previous experience must display understanding of the process of obtaining a radio frequency license and the capability to train Installation Spectrum Managers.
  • Personnel performing this task must have graduated from the Air Force Spectrum Management School and have at least:
  • Five (5) years of Spectrum Management experience and knowledge of project planning, mission needs and operational requirements.
  • Five (5) years’ experience with Spectrum Certification process.
  • Five (5) years’ experience using Spectrum XXI software.
  • Five (5) years’ experience working with/on higher headquarters staff.
  • Personnel must also demonstrate ability to address/converse and brief Air Force General Officers and Senior Civilians.
Physical Requirements
  • Primarily involves sitting for extended periods while working on computers, analyzing RF data, and coordinating frequency assignments.
  • The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
  • Manual dexterity for typing, operating spectrum management tools and handling input devices.
  • The ability to communicate information and ideas so others will understand. Must be able to exchange accurate information in these situations.
  • Requires the ability to perform tasks involving near vision, including reading detailed reports, analyzing digital content, and reviewing technical documentation.
