Job summary

Merck is seeking an experienced environmental compliance specialist at the West Point site to oversee air emissions and refrigerant management for the pharmaceutical operations. You will provide regulatory guidance, support Title V permits, and drive EHS program implementation.

You will collaborate with site operations, manage audits, and prepare reports, with a focus on ensuring regulatory compliance and continuous improvement across the manufacturing process.

Qualifications

  • Minimum of 3 years of professional EHS or environmental consulting experience in chemical, biotechnology, or pharmaceutical manufacturing environments.
  • Working knowledge of applicable air emissions and refrigerant management regulatory requirements (Title V operating permits/plan approvals/RFDs, AIM Act).
  • Strong understanding of manufacturing processes and their relation to environmental regulations.
  • Experience implementing EHS programs, including change management for operational or site initiatives.
  • Ability to support multiple projects and effectively partner with internal business units.
  • Experience implementing management systems and ensuring compliance.

Responsibilities

  • Support monthly reporting and compliance reviews within the Air Emissions Data Management System (AEDMS).
  • Maintain site emission source equipment inventories and associated emission factors.
  • Support Semiannual Title V Compliance Certifications
  • Manage EHS management system task definitions, compliance task updates, permits/compliance registers, action plans.
  • Participate in and provide hands-on support for regulatory agency inspections and corporate EHS audits.
  • Provide support for routine non-complex Air Reports (e.g. RATA testing, stack testing, CEMS report).
  • Help prepare site bulletin articles and guidance documents for operations under Air SME.
  • Engage with operations to ensure refrigerant equipment service records are completed on time.
  • Conduct field walkdowns to verify equipment and advise leak actions.
  • Assist with refrigerant management compliance activities, reporting, and recordkeeping.
  • Collate refrigerant data for quarterly sustainability data collection.
  • Develop and update standard work instructions for refrigerant program activities.
  • Update refrigerant management site procedures and documentation.
  • Develop and update refrigerant management program manual.

Job Description

We are seeking an experienced environmental compliance specialist with technical expertise and deep knowledge of federal, state, and local air program environmental regulations pertaining to the pharmaceutical industry. The successful candidate will have a strong background in permitting and compliance management for air pollution sources and refrigerant management with a track record of successful implementation of compliance programs. The role also involves supporting EHS planning and execution and requires effective influencing skills to help drive EHS performance within a complex organization.

Role Overview

Reporting to the Associate Director / environmental compliance lead for the West Point Site, the S&E Specialist will provide technical and regulatory guidance to Global Safety & Environment (GSE) business partners and site operations and assist with the integration of environmental compliance programs and company standards into daily activities. As a key member of the site’s GSE team, you will help shape the site’s EHS culture, drive compliance, and embed EHS excellence across all site operations.

Main Responsibilities
  • Support monthly reporting and compliance reviews within the Air Emissions Data Management System (AEDMS).
  • Maintain site emission source equipment inventories and associated emission factors.
  • Support Semiannual Title V Compliance Certifications
  • Manage EHS management system task definitions, compliance task updates, permits/compliance registers, action plans.
  • Participate in and provide hands-on support for regulatory agency inspections and corporate EHS audits (records preparation, follow-up with operations)
  • Provide support for routine non-complex Air Reports (e.g. RATA testing, stack testing, CEMS report etc.)
  • Help prepare site bulletin articles, guidance document for operations (e.g. bringing temp engine on site, GMP area work practice standards etc.) under direction of Air SME.
  • Engage with operations, managers, and technicians to ensure refrigerant equipment service records are completed on time and accurately in accordance with U.S. EPA and our Company requirements.
  • Conduct field walkdowns to verify equipment, leak repair or prevention actions, advise compliant leak management actions.
  • Assist with internal and external refrigerant management compliance activities, including reporting, preparation, and review of required documents/records, and maintaining official compliance records.
  • Collate, calculate and prepare refrigerant data for quarterly environmental sustainability data collection.
  • Assist with developing new standard work instructions to document how refrigerant program activities are performed.
  • Assist with updating refrigerant management site procedure and associated documentation to support program improvements existing refrigerant management program.
  • Assist with developing and updating refrigerant management program manual to sustain existing refrigerant management program.
Education
  • Required: Bachelor’s degree in Environmental Science, Engineering, or related technical field
RequiredExperience and Skills

The salary range for this role is

$87,300.00 - $137,400.00

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. An employee’s position within the salary range will be based on several factors including, but not limited to relevant education, qualifications, certifications, experience, skills, geographic location, government requirements, and business or organizational needs.

The successful candidate will be eligible for annual bonus and long-term incentive, if applicable.
