Job summary

L3Harris is seeking a Specialist in Program Finance to own one or more programs, overseeing EAC development, baselining, and earned value reporting. The role partners with PMs, Operations, and Engineering to ensure accurate financials and timely reporting.

The ideal candidate will have 4–8 years of Earned Value Management experience, strong Excel/PowerPoint skills, and the ability to work across functions while maintaining compliance with accounting standards. A DoD clearance is required.

Qualifications

  • Bachelor’s or graduate degree in business, accounting, finance, or a related analytical field.
  • 4–8 years of experience with Earned Value Management concepts and processes.
  • Proficiency with Microsoft Excel and PowerPoint.
  • Experience with risk management and financial management.
  • Ability to obtain DoD security clearance (U.S. citizenship).

Job Description:

L3Harris is seeking a Specialist in Program Finance. This individual will own one or more programs, or a subset of a large program. This role involves comprehensive financial oversight, including the development of Estimates at Completion (EACs), program baselining, and Gate 5 preparation. The PFA will be responsible for both internal and external earned value reporting, collaborating with junior analysts to ensure accurate and timely reporting. Additionally, the role includes financial planning activities such as Monthly Financial Reviews (MFR), Annual Operating Plan (AOP), and Joint Strategic Planning (JSP) for the respective programs. Responsibilities also encompass identifying risks and opportunities, performing OSPGov updates, updating Program Management Review (PMR) charts, and handling ad hoc requests from Program Managers (PMs) and other functions. The PFA will act as a business partner, conducting the establishment of program structures in Work Breakdown Structure (WBS) format, and ensuring compliance with accounting standards and internal policies (e.g., AC-13). Proficiency in SAP, COBRA, and OSPGov is essential for success in this role. Must possess excellent communication and interpersonal skills to be able to inspire a team and collaborate with key functional stakeholders including Program Management, Operations, and Engineering. Ideal candidate must be a critical thinker who is detail oriented, organized and capable of multi-tasking and the ability to work with minimal day-to-day supervision. Successful candidates will demonstrate an aptitude for efficiency, problem-solving, and resourcefulness, with a commitment to quality.

Essential Functions:

  • Take ownership of financial management for one or more programs, or subsets of larger programs.
  • Develop and maintain Estimates at Completion (EACs) and ensure accurate program cost baselining.
  • Prepare for Earned Value baseline reviews and ensure all financial aspects are covered.
  • Conduct internal and external earned value reporting.
  • Collaborate with junior analysts to ensure accurate and timely financial reporting.
  • Perform financial planning activities, including Monthly Financial Reviews (MFR), Annual Operating Plan (AOP), and Joint Strategic Planning (JSP).
  • Identify and analyze risks and opportunities within respective programs.
  • Update financial forecasts in OSPGov and maintain up-to-date PMR charts.
  • Handle ad hoc financial analysis requests from PMs or other functions.
  • Act as a financial business partner to program teams.
  • Establish and maintain program structures in Work Breakdown Structure (WBS) format.
  • Ensure compliance with accounting standards and internal policies.
  • Conduct weekly assessments of actual costs, staffing and burn rates.
  • Manage funding and ensure alignment with program requirements.
  • Lead Earned Value Management (EVM) report reviews with PMs and functional teams.

Qualifications:

  • Bachelor’s Degree in Business, Accounting, Finance, or relatedanalytical field and minimum 4 years of prior relevant experience. Or, Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience.
  • 4-8 years’ experience and demonstrated strong knowledge of Microsoft Office applications specifically Excel and PowerPoint.
  • 4-8 years’ experience and understanding and experience using Earned Value Management concepts and processes.
  • Experience with risk management, financial management.
  • Experience working with cross-functional teams.
  • Ability to obtain DOD Security Clearance which requires US citizenship.

Preferred Additional Skills:

  • Experience using SAP
  • Knowledge of ASC606 Revenue Recognition
  • Advanced Microsoft Excel Skills

In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington State, DC and Virginia (Greater D.C. area), Denver, or NYC areas is $76K-$141K. The salary range for this role in Colorado state, Hawaii, Illinois, Maine, Maryland, Minnesota, New York state, Cleveland Ohio, Vermont and Virginia (outside of Greater D.C. area) is $67K-$124K. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
