Job Description:

Fluor is seeking candidates for opportunities within our Program Delivery Support (PDS) team, working alongside the California High-Speed Rail Authority, to provide program delivery and program management services for one of the largest planned infrastructure projects in the U.S.

The project involves constructing a 500-mile high-speed rail system connecting Los Angeles and the San Francisco Bay Area, with up to 24 stations. The first phase is currently under construction in California’s Central Valley.

Position Overview:

The Special Projects Manager will support the administration and implementation of the Authority's NEPA Assignment Program, as assigned by the Federal Railroad Administration (FRA) under the NEPA Assignment Memorandum of Understanding (MOU), pursuant to 23 USC 327. This role involves providing guidance and overseeing environmental reviews related to NEPA and other federal regulations, ensuring compliance with federal environmental commitments and permit conditions during construction.

The individual will serve as a key contact for federal cooperating agencies during project development and will communicate regularly with the NEPA Coordinator Lead, Deputy Director of Environmental Services, and Director of Environmental Services. The role includes making recommendations on the adequacy and compliance of environmental documentation prepared under NEPA or other federal laws.

Key Responsibilities:

  1. Collaborate with Authority management on project delivery, schedule, and budget issues, and review environmental documents prepared by regional consultants.
  2. Manage scheduling and budgeting for special projects, ensuring regional consultants adhere to timelines.
  3. Oversee and review environmental documents (EIR/EIS, ISMND/EAFONSI) prepared by consultants or PDS teams.
  4. Participate in stakeholder outreach activities.
  5. Coordinate the compilation and delivery of administrative records for environmental documents and revise environmental methods as needed.
  6. Provide project oversight for specific projects, such as the Heavy Maintenance Facility CEQA/NEPA documents and the regional solar project.
  7. Maintain communication across various branches of the CHSR Authority, including Environmental, Strategic Delivery, Infrastructure Delivery, Engineering, Land Acquisition, and Legal.
  8. Develop strategic plans and schedules.
