A leading company in infrastructure projects is seeking a Special Projects Manager to oversee NEPA and environmental compliance for the California High-Speed Rail Authority. The role involves managing projects, ensuring adherence to environmental laws, and leading stakeholder outreach efforts. Ideal candidates will have significant experience in environmental planning and strong leadership abilities.
Fluor is seeking candidates for opportunities within our Program Delivery Support (PDS) team, working alongside the California High-Speed Rail Authority, to provide program delivery and program management services for one of the largest planned infrastructure projects in the U.S.
The system will connect the 500-mile stretch between the Los Angeles region and the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California’s Central Valley.
The Special Projects Manager supports the administration and implementation of the Authority's NEPA Assignment Program responsibilities, as assigned by the Federal Railroad Administration (FRA) in the NEPA Assignment Memorandum of Understanding (MOU), pursuant to 23 USC 327. The NEPA Assignment Coordinator will oversee NEPA environmental reviews and ensure compliance with federal environmental commitments during construction.
The individual will serve as a key contact for federal cooperating agencies during project development and communicate with the NEPA Coordinator Lead, Deputy Director of Environmental Services, and Director of Environmental Services. The role involves making recommendations on the adequacy and compliance of environmental documentation under NEPA and other federal laws.
Major responsibilities include ensuring consistent application of environmental policies, managing project schedules and budgets, reviewing environmental documents, overseeing the administrative record, and participating in stakeholder outreach. The role also involves managing specific projects like the Heavy Maintenance Facility CEQA/NEPA documents and the Authority’s regional solar project, and coordinating with various branches of the CHSR Authority.
