Qualifications

We are currently seeking a talented and motivated SPAMIS Operations Manager f or a full-time position.

Position Summary

Responsibilities

• Lead SPAMIS student payroll and accounting operations.
• Oversee daily financial activity and serve as the final quality-control point for funds transfers, taxes and other financial transactions reflected in the General Ledger.
• Oversee biweekly student payroll, allotment processing, separation/incentive payments and related student-payment activities.
• Ensure accurate daily bank and tax reconciliations.
• Oversee financial reporting and quarterly SPAMIS financial statements.
• Ensure appropriate processing, controls and documentation related to EFTs, physical checks, W-2s and student-payment inquiries.
• Coordinate payroll verification procedures and respond to DOL/OIG financial and property audits.
• Maintain auditable records of federal funds expended on behalf of JCDC.
• Oversee procurement and approved Other Direct Cost administration consistent with Government requirements.
• Support Federal Acquisition Regulation compliance, acquisition documentation and related financial/procurement activities.
• Coordinate with Government stakeholders, banking institutions, internal operations teams and related support organizations.

Required Qualifications

• Bachelor's degree in Accounting.
• Certified Public Accountant (CPA) experience involving audit and tax accounting, together with supervisory experience.
• 10 years of experience across payroll, accounting, governmental accounting, auditing, budget management, financial-statement preparation and analysis, inventory and asset management, and financial management/reporting.
• 10 years of experience with procurement requirements and compliance, including expertise with the Federal Acquisition Regulations.
• Technical-writing capability supporting preparation of financial, procurement and related documentation.
• 10 years of experience with electronic banking processes and setup.
• Demonstrated experience with:

  • Advanced Microsoft Excel.
