Job summary

Office of Chief of Space Operations in Arlington, VA, seeks a Chief of Civilian Policy and Management (NH-0201-04, GS-14/15 equivalent) to direct civilian personnel policy across the Total Force civilian enterprise. The role advises the Deputy Chief of Space Operations for Personnel on plans, policies, and readiness strategies.

The successful candidate will formulate long-range strategies, align with OPM/DoW guidance, and drive enterprise-wide civilian HR modernization to maintain mission

Qualifications

• Experience directing civilian HR policy across large organizations.
• Ability to translate defense policies into civilian personnel processes.
• Strong communication and analytical skills.

Responsibilities

• Act as HQSF/S1C Director and principal advisor on civilian personnel matters.
• Develop long-range strategic policies for civilian human capital management.
• Coordinate with DoW, OPM, and higher headquarters and respond to congressional inquiries.
• Lead cross-functional teams to ensure mission readiness and talent management.
