Job summary

CA CI International Inc. is seeking a Solutions Architect/Technical SME to support the White House Communications Agency modernization efforts.

The role will operate across classified environments, advanced communications platforms, and next‑generation Presidential transport technologies, providing hands-on technical leadership during stabilization, modernization, and cutover between existing and new architectures.

Qualifications

  • ACTIVE TS/SCI required.
  • Yankee White eligibility or active clearance preferred.
  • Extensive background in secure network engineering, CSfC architectures, and cross‑domain mobility solutions.
  • Experience supporting high security environments (TS/SCI; Yankee White preferred or willingness to obtain).
  • Ability to lead enterprise modernization efforts, including architecture development, system migration, and secure mobility deployments.
  • Familiarity with DoD, WHCA, or Presidential support mission areas strongly preferred.

Responsibilities

  • Program & Technical Leadership: Provide technical and program management support across WHCA’s modernization projects.
  • Serve as a technical advisor to government leadership, contributing to requirements shaping and operational planning.
  • Lead CSfC efforts, including engineering, integration, and sustainment of TS level classified mobile solutions.
  • Ensure compliance with NSA CSfC capability packages and enterprise mobility security best practices.
  • Support end-to-end design, architecture, implementation, and sustainment of the Next Generation Head of State global communications network.
  • Collaborate with WHCA engineering teams to modernize and secure mission-critical communications for Presidential stakeholders.
  • Engineer communications solutions for Presidential platforms (ground, rotary, fixed wing) and stabilize the existing PITC network.
  • Modernize legacy components to ensure reliability and continuity.
  • Support deployment activities establishing the next-generation global network backbone via upgrades.
  • Lead transitions from legacy systems to modern architectures without service disruption.
  • Engineer solutions ensuring connectivity during cutover between networks.
  • Assist WHCA leadership in sustainable operating models for modernized infrastructure.
  • Develop and support cyber protection teams, monitoring capabilities, and defensive tooling.
  • Drive identity management modernization for users, devices, and services across the Presidential communications ecosystem.

Role Overview

CACI is seeking a highly specialized Technical Subject Matter Expert (SME) to support the White House Communications Agency (WHCA) and their modernization mission. This role will be part of a dedicated transition and integration team working across classified environments, advanced communications platforms, and next generation Presidential transport technologies. The SME will provide hands‑on technical leadership during stabilization, modernization, and cutover between the existing network and emerging architectures.

Key Responsibilities

Program & Technical Leadership

  • Provide technical and program management support across WHCA’s active modernization projects.
  • Serve as a technical advisor to government leadership, contributing to requirements shaping, solution engineering, and operational planning.
  • Lead and support Commercial Solutions for Classified (CSfC) efforts, including:
  • Engineering, integration, and sustainment of TS level classified mobile solutions, such as secure iPhone architectures.
  • Ensuring compliance with NSA CSfC capability packages, multi layer encryption requirements, and enterprise mobility security best practices.
  • Support end to end design, architecture, implementation, and sustainment of the Next Generation Head of State (HoS) global communications network.
  • Work closely with WHCA engineering teams to modernize and secure mission-critical communications for Presidential and senior White House stakeholders.
  • Engineer communications solutions for Presidential limousines, aircraft, and helicopters, including:
  • Technologies enabling seamless handoff across multiple Presidential platforms (ground - rotary - fixed wing).
  • Stabilize the Existing PITC (White House) Network
  • Modernize critical legacy components to ensure reliability and continuity.
  • Support engineering and deployment activities establishing the next‑generation global network backbone via ballroom/East Wing upgrades.
  • Lead efforts transitioning from legacy systems to modern architectures without service disruption.
  • Engineer solutions ensuring uncompromised connectivity during cutover between network environments.
  • Assist WHCA leadership in designing sustainable operating models for modernized infrastructure.
  • Develop and support cyber protection teams, monitoring capabilities, and defensive tooling.
  • Drive identity management modernization for users, devices, and services across the Presidential communications ecosystem.

$131,800 - $290,000
