Position Overview
Federal proposal experience is essential for this role. As a Solution Architect at IBSS, you will lead the development of innovative, compliant technical solutions for federal proposals. You will collaborate with SMEs, proposal managers, and business development teams to translate customer requirements—especially from PWS/SOW—into compelling, high-scoring solutions in cybersecurity, cloud, systems, and network engineering. Your expertise will directly contribute to our mission of delivering value through science and technology while supporting our inclusive, people-first culture.
Key Responsibilities
- Analyze Requirements: Thoroughly analyze RFPs, RFIs, PWS, and SOW documents to understand federal client requirements, constraints, and evaluation criteria, ensuring compliant and innovative solution design.
- Architect Solutions: Design and architect compliant, innovative, and cost-effective technical solutions tailored to specific federal opportunities, aligning with organizational capabilities and strategic goals.
- Lead Proposal Efforts: Serve as the technical lead for proposal efforts, guiding solution strategy and ensuring technical volumes are clear, compelling, and compliant. This includes writing, editing, and reviewing technical sections, translating complex concepts into accessible language.
- Facilitate Solutioning: Lead and facilitate technical solutioning sessions, whiteboarding, and brainstorming meetings with SMEs, engineers, and proposal teams to develop, refine, and validate approaches.
- Collaborate Cross-Functionally: Work closely with technical SMEs, engineers, proposal managers, capture teams, and partners to gather input, validate solutions, and ensure alignment with customer needs and proposal strategy.
- Create Supporting Materials: Develop technical narratives, diagrams, white papers, and reference architectures to enhance proposal quality, clarity, and overall understanding.
- Respond to Data Calls: Prepare and submit comprehensive responses to data calls and technical questionnaires from proposal managers and customers.
- Ensure Compliance: Guarantee all proposed solutions adhere to federal regulations, security standards (e.g., NIST, FedRAMP), and specific proposal requirements.
- Conduct Research & Analysis: Perform research on emerging technologies, industry trends, and customer environments to inform solution development, identify technical risks, and propose mitigation strategies.
- Contribute to Continuous Improvement: Develop and refine reusable solution assets, proposal templates, and best practices to enhance future proposal efforts and ensure consistency and quality across all solution artifacts.
- Provide Technical Guidance: Advise senior leadership and proposal managers on solution differentiators, technical risks, and win themes.
Required Qualifications
- Bachelor's degree in Computer Science, Information Systems, Engineering, or a related technical field.
- 7+ years of experience in IT solution architecture, systems engineering, or technical proposal development for federal government clients.
- Proven ability to analyze RFPs, RFIs, and PWS/SOWs to extract requirements and design compliant technical solutions.
- Hands-on experience developing architectures in areas such as cloud computing, cybersecurity, network engineering, or application development.
- Strong understanding of federal IT compliance frameworks and standards (e.g., NIST SP 800-53, FedRAMP, FISMA, Zero Trust).
- Proficiency in creating technical documentation, including solution diagrams, narratives, and architecture artifacts.
- Demonstrated success leading or contributing to winning technical volumes of federal proposals (IDIQs, GWACs, task orders).
- Ability to translate complex technical concepts into clear, compelling content tailored to non-technical evaluators.
- Familiarity with Shipley or similar proposal development methodologies is a plus.
- Strong facilitation skills to lead solutioning sessions, whiteboard discussions, and technical reviews.
- Excellent written and verbal communication skills.
- Proficiency in Microsoft Office Suite, particularly Word and PowerPoint.
- Experience with proposal collaboration tools (e.g., SharePoint, Adobe Acrobat, Google Workspace).
- Familiarity with diagramming tools (e.g., Visio, Lucidchart, Draw.io).
