Job description

To plan, organize, direct, and supervise the collection, transportation, and disposal of solid waste; and to perform a variety of technical tasks relative to assigned area of responsibility.

ESSENTIAL FUNCTIONS

The following duties are typical for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to demonstrate competence and satisfactory performance of these duties. Other duties may be required and assigned.

  1. Supervises, oversees, monitors, and supports crews and personnel performing solid waste activities; delegates work, oversees licensing and safety, establishes schedules and methods for solid waste collection, transportation and disposal activities; implement policies and procedures; and participates in hands‑on work involving solid waste.
  2. Plan, prioritize, assign, supervise and review the work of staff operating solid waste collection vehicles, collecting solid waste at collection facilities and transporting various types of solid waste.
  3. Perform the most complex work; evaluate operations and activities of assigned responsibilities; recommend improvements and modifications.
  4. Prepare various reports on operations and activities; participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for labor, materials, supplies and vehicles; monitor and control expenditures.
  5. Participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures; draft and conduct performance evaluations; ensures all licensing and permits are current and up to date.
  6. Supervise, inspect and participate in the operation and use of equipment, vehicles and tools on job sites.
  7. Make recommendations on means and methods to be used in the efficient collection, transportation and disposal of solid waste.
  8. Keeps records, prepares and submits reports on work performed in solid waste collection, bulk collection and brush collection.
  9. Ensure that the division maintains environmental compliance with applicable Federal, state and local laws and regulations.
  10. Investigate complaints, accidents and route completion and recommend corrective action as necessary to resolve any issues.
  11. Respond to emergency and after hours calls.
  12. Answer questions and provide information to the public; establish and maintain positive working relationships with co‑workers, other City employees and the public using principles of good customer service and perform related duties as assigned.
KNOWLEDGE SKILLS AND ABILITIES
  1. Considerable knowledge of the principles, practices, methods, equipment and materials used in solid waste collection, transportation and disposal.
  2. Considerable knowledge of safe work practices and hazards associated with solid waste collection, transportation and disposal.
  3. Knowledge of the principles and practices of supervision, training and performance evaluation.
  4. Knowledge of principles and practices of project prioritization, productivity measurement, long range planning and budget control.
  5. Ability to organize, implement, direct and perform work involved in the safe operation of solid waste collection equipment.
  6. Ability to train assigned personnel in safe work practices.
  7. Ability to standardize materials and methods and estimate time, materials and equipment needed to perform solid waste related work.
  8. Ability to operate a variety of heavy power‑driven equipment including solid waste collection vehicles.
  9. Ability to maintain accurate records and prepare clear and concise reports.
  10. Ability to understand, prepare and implement technical and general instructions.
  11. Ability to communicate clearly and concisely, both orally and in writing.
  12. Ability to maintain consistent attendance and respond to emergencies during evenings, weekends and holidays.

MINIMUM REQUIRED QUALIFICATIONS
  • Must have high school diploma/GED.
  • Must have a valid Class A CDL license at the time of placement.
  • Two years of municipal or private sector experience in solid waste collection, transportation and disposal.
  • Must be able to perform moderate to heavy physical labor (over 50lbs.)
PREFERRED QUALIFICATIONS
  • Specialized training or formal education in logistics and operations management.
  • Specialized training in the operation of solid waste collection vehicles including commercial side‑load, front‑load, automated residential and brush collection vehicles.
  • Knowledge and experience in the operation of landfills, collections stations and transfer stations.
